Section 17 — Power to make rule.

(1) The Governing Body may, from time to time, make rules for carrying out the purposes of this Act and such rules may amend or repeal the rules made under section 12. (2) No rules made under this section shall have effect until they are approved by the Central Government and are published by the Governing Body in the prescribed manner.
