THE UTTAR PRADESH (SECOND) REPEALING ACT, 2021 
[U.P. Act no. 20 of 2021] 
[As Passed by the Uttar Pradesh Legislature, received the assent of 
the Governor on August 24, 2021, and was published in the Uttar Pradesh 
Gazette Extraordinary, dated August 24, 2021. ] 
AN 
ACT 
to repeal certain enactments that have become obsolete and 
redundant in the recent times. 
IT IS HEREBY enacted in the Seventy second Year of the Republic of 
India as follows :–          
Short title and 
commencemnt 
1. (1) This Act may be called the Uttar Pradesh (Second) 
Repealing Act, 2021. 
 (2) It shall be deemed to have come into force on August 4, 2021. 
Repeal of 
certain 
enactments 
2. The enactments specified in the Schedule below are hereby 
repealed. 
Savings 3. The repeal by this Act of any enactment shall not ,– 
(a) affect any other enactment in which the repealed 
enactment  has been applied, incorporated or referred to;      
(b) affect the validity, invalidity, effect or consequences of 
anything already done or suffered or any right, title, obligation 
or liability already acquired, accrued or incurred, or any remedy 
or proceeding in respect thereof, or any release or discharge of 
or from any debt, penalty, obligation, liability, claim or demand, 
or any indemnity already granted, or the proof of any past act 
or thing; 
(c) affect any principle or rule of law, or established 
jurisdiction, form or course of pleading, practice or procedure, 
or existing usage, custom, privilege, restriction, exemption, 
office or appointment, notwithstanding that the same 
respectively may have been in any manner affirmed or 
recognized or derived by, in or from any enactment hereby 
repealed; 
(d) revive or restore any jurisdiction, office, custom, liability, 
right, title, privilege, restriction, exemption, usage, practice, 
procedure or other matter or thing not now existing or in force; 
(e) affect the audit, examination, accounting, investigation, 
inquiry or any other action taken or to be taken in relation 
thereto by any authority and such audit, examination, 
accounting, investigation, inquiry or action could be taken, and, 
or continued as if the said enactments are not repealed by this 
Act.

4. (1) The Uttar Pradesh Repealing Ordinance, 
2021 is hereby repealed.

 (2) Notwithstanding such repeal, anything done or 
any action taken under the provisions of the Ordinance 
referred to in sub-section (1) shall be deemed to have been 
done or taken under the corresponding provisions of this 
Act as if the provisions of this Act were in force at all 
material times. 
 
 
   
  
STATEMENT OF OBJECTS AND REASONS 
This Bill is one of those periodical measures by which enactments which have ceased to 
be in force or have become obsolete, are repealed. On recommendation of the State Law 
Commission, and in order to reduce regulatory compliance burden to facilitate ease of doing 
business for citizens and industries and with the objective of decriminalization, it has ben 
decided to repeal enactments which have become redundant and obsolete in present times or 
retention whereof as separate Acts is unnecessary, after obtaining the consent of the 
Administrative Departments related therewith. 
Since the State Legislature was not in session and immediate legislative action was 
necessary to implement the aforesaid decision, the Uttar Pradesh Repealing Ordinance, 2021 
(U. P. Ordinance no. 6 of 2021) was promulgated by the Governor on August 4, 2021. 
This Bill is introduced to replace the aforesaid Ordinance.
