AN
ACT
to establish a state university in the State o{Tripura and to provide for matters connected
,therewith or incidental thereto.
· WHEID~AS, it is required to function more efficiently in teaching particillarly upto Post
Graduate and higher level, training and research in various branches of learning and courses
of study, especially in Humanities, Commerce, Rural Development & Management, Social .
and Basic Sciences, Medical Science and Engineering-technology and promoting
advancement and dissemination of knowledge and learning to meet the further requirement of
higher education and research in the subjects and to avail more scope and opportunities of
higher education to serve the society and the nation;
AND WHEREAS, in pursuit of enforcing the aforesaid goal, it has become imperative to
enact a new legislation ;
B:E it enacted by the Legislative Assembly of Tripura m the Sixty-sixth Year of the
Republic oflndia as follows:-
1, Short title and Commencement:
CHAPTER-I
PRELIMINARY
(i) This Act may be called 'The Maharaja Bir Bikram University Act, 2015';
(ii) It shall come into force on such date a;, the State Government by Notification appoints.
2. Definitions:
In this Act and in the Statutes, Ordinances and Regulations made under this Act, unless the
context otherwise requires:-
(i). ''Academic . Council'' means the Academic Council of the University, constituted
undc1: section 24 of the Act· '
(ii) "Affiliated" in relation to a College or an Institution means and includes affiliated to
the Maharaja Bir Bikram University under this Act;
(iii) "Affiliated College" m~ans a college referred to in sub-section (ii) of Section 6;
(;';) "Board of Studies" means the Board of studies of the University, according to sub
section (viii) of section 26 of the Act;
(v) "Constituent College" means a college established, maintained or recognized by the
University and includes a College referred to in sub-section (ii) of Section 6;
(vi) "'Convocation" means a meeting of the Senate for the purpose of conferring degrees.

(vii) ''Department" means a University Department of studies imparting instmction and
conducting and guiding research at the post graduate or higher levels;

2. Definitions: -

(rt) "l3oardof Studies”meanstheBoardof studiesof theUniversity. accordingto sub-
section(viii) of section26oftheAct;
(v) “("onstitucnt College" meansacollegeestablished,maintainedor recogni/.edby the
UniversityandincludesaCollegereferredtoinsub-section(ii) of Section6;
(vi) “( onvocation” meansameetingof theSenatefor thepurposeof conferringdegrees.

(viii) "Distance Education system" means and includes the system of imparting education
through any means of colilmunication, such as broadca$ting, telecasting,
correspondence courses, seminars, crmtact programme or the combination of any two
or more such means~
(ix) "Employee" in relation to the University means any person employed by the
University;
(x) "Faculty" means one or more Depatimcnts of equivalent concept of studies will be in
together under single concept, where one subject has relevancy with another, as to be
declared by the University;
(xi) "Financial year" means the year ending on the 31 st day of March;
(xii) "Govemment Collegel' means a college maintained and managed by the State
Govemment;
(. .• ii) "Govcmor" means the Govemor of the State ofTripura ;
(xiv)" hostel" or "hall" means a unit of residence for students recogni zed by the
Uni vcrsity;
(xv) " Librarian" means, -
(a) in relation to the lJniversity, a Librarian or any other person holding a post of
I jbrarian. by whatever name called, appointed or recognized as such by the
University, and
(b) in relation to an affiliated college, a librarian or any other person holding a post
of librarian . by whatever name called, appointed or reco gnized by the University or
appointed by such College;
('"ri) "Minister" means the Minster-in-charge of Higher Education Departm ent of the State
Govcmmcnt;
(xvii) "Non-teaching staff' means --
(a) in relation to the University, the non-teaching staff~ who are not holding any
teaching post or part-time teaching post, appointed or recognized as such by the
University, and
{b) in relation to an affiliated college, the non-teaching staff, who is not holding any
teaching post or part-time teaching post, appointed or recognized by the University
or appointed by such college, but does not include an officer or a Librarian;
(xviii) "Officers of the university'' means an offic er as defined in section 7;
(xix) "Planning Board" means the Plann :ng Board of the University, as prescribed under
section 28 of the Act.
(xx) "prescribed" means prescribed by Statutes, Ordinances, Regulations or Rules made
und er this Act;
(xxi) "Principal" means the head of a College or of an Institution, by whatever nam e
called ;
(xxii) "Professional subject" means any of the following subjects, namely Law, Medicine ,
Engineering, Teachers' Training, Technology , Agriculture, Journalism , Management
studies or such other subject, as may be prescribed by Regulations;
(xxiii) "Senate" mean s the senate of the University, constituted under section 19 of the
Act ;

(viii) “Distanceliducation system”meansandincludesthesystemof iinpartiiig education
through any means of communication, such as broadcasting, tclecasting,
correspondencecourses,seminars,contactprogrammeor thecombinationof anytwo

(ix) “l'<Lmployee"in relation to the University means any person employed by the
University; _ '
(x) “liaculty” meansoneormoreDepartmentsof equivalentconceptof studieswill bein
' togetherundersingleconcept,whereonesubjecthasrelevancywith another,astobe
declaredbytheUniversity;
(xi) “l"inaiicialyear”meanstheyearendingonthe31“dayofMarch;
(xii) “Govemment College" meansa college maintained and managedby the State
Govcmment; "
(.-..ii)“Govcnior” meanstheGovernoroftheStateofTripura; .
(xiv) “ hostel" or “hall” means a unit of residencefor studentsrecognized by the
University;
(xv) “ l.ibrarian" means,- ‘
(a) in relation to theUniversity, a Librarian or anyotherpersonholding apostof
Librarian. by whatever name called, appointed or recognized as such by the
University,and
(b) in relationto anaffiliated college,alibrarianor anyotherpersonholdingapost
~' of librarian.by whatevernamecalled,appointedor recognizedby theUniversity or
appointedby suchCollege;
("‘/i) “Miiiistcr” meanstheMinster-in-chargeofHigherEducationDepartmentoftheState
Goveminent; 1
(xvii) “Noii~teachingstaff” means--
(a) in relation to the University, the non-teachingstaff, who arenot holding any
teachingpost or part-time teachingpost, appointedor recognizedas suchby the
Univcrsity,and
(Lb)in relationto anaffiliated college,thenon~teachingstaff,whoisnotholdingany
teachingpostor part-timeteachingpost,appointedor recognizedby theUniversity
orappointedby suchcollege,butdoesnotincludeanofficer oraLibrarian;
(xviii) “Officers of theuniversity" meansanofficer asdefinedin section7;
(xix) “l’lanning Board” meansthePlaiinfngBoardof theUniversity, asprescribedunder
section28of theAct.
(xx) “prescribed” meansprescribedby Statutes,Ordinances,Regulationsor Rulesmade
underthisAct;
(xxi) “Principal” meansthe headof a College or of an Institution, by whatevername
called; '

(xxiii) “Senate”meansthe senateof theUniversity, constitutedundersection 19of the
Act;

(xxiv) "Statuks", :.Ordinances", "Regulations" and "Rules" mean the Statutes,
Ordinances, Regulations and Rules made under this Act;
(xxv) "Students' Union", in relation to the University or an affili~ted college, means
students' Union constituted in the manner presc1ibed;
(xxvi) "Synd~cate" means the syndicate of the University, constituted under section 22 of
the Act;
(xxvii) "Teacher'' means a person employed for imparting instructions or guidance or
conduction of research in the University or in a college and includes a Principal;
(xxviii) ''Teacher of the University" means a Professor, Associate Professor, Assistant
Professor or any other person appointed or recognized as such by the University,
either whole-time or part-time , for the purpose of imparting instruction or
co~ducting researchin the University;
(xxix) "University" under this Act means the Maharaja Bir Bikram University, as constituted by
this Act;
(xxx) "University Laboratory", "University Library", "University Museum" or "University
Institution" means a laboratory, a library, a museum or an Institution, as the case
may be, maintained and managed by the University, whether established by it or not;
(xxxi) "University Professor", "University Associate Professor" or "University Assistant
Professor" means a Professor, Associate Professor or Assistant Professor appointed
or recognized as such by the University.
CHAPTER-ll
3. (i) There shall be established a University by the name of "Maharaja Bir Bikram
University";
(ii) The headquarters of the University shall be at Agartala and it may also establish
campus/Study Centre /Off Campus Study Ccntl'e at such other places within the
territorial jurisdiction of the State as it may deem fit;
(iii) (a) The first Chancellor and the first Vice-Chancellor of the University and the first
members of the Senate and the Syndicate, and al1 persons who may hereafter become
the Chancellor or the Vice-Chancellor of the University or the members of the
Senate or the Syndicate, so long as they continue to hold such office or membership ,
shall constitute a body corporate by the name of the Maharaja Bir Bikram
University;
(b) The University shall have perpetual succession and a common seal and shall sue
and be sued by the name of the Maharaja Bir Bikram University.
4. (i) The objects of the University shall be to disseminate and advance knowledge by
providing instructional and research facilities in such branches of learning as it may
deem fit and by the example of its corporate life, and, in particular, to make special
provisions for stUdies in tribal life and culture and for integrated courses of
Humanities, Commerce and Science in the educational programmes of the
University and take appropriate measures for promoting inter-disciplinary studies
and research in the University. Being the highest and noblest seat of learning, the
University shall provide effective leadership in guiding education and promoting
research work in various fields and shall also endeavour to promote study of
vocational subjects with a view to providing employment opportunities to the
students.

either whole-timeor pan-time,for the purposeof impartinginstructionor
conductingresearchintheUniversity;
(xxix) “University” underthis Act meanstheMaharajaBir Bikram University, asconstitutedby
thisAct ; .
(xxx)“University Laboratory”,“University Library”, “University Museum” or“University
Institution” meansa laboratory,a library, a museumor anInstitution, asthecase
maybe,maintainedandmanagedbytheUniversity,whetherestablishedbyit ornot;

_ CHAPTER —II
There shall he establisheda University by the name of “Maharaja Bir Bikram
University”; j ‘
(1-1)The headquartersof the University shallbe at Agartalaand it may alsoestablish
campus/StudyCentre/Off CampusStudy Centre at such other placeswithin the
territorialjurisdiction oftheStateasitmaydeemfit;
(a)Thefirst Chancellorandthefirst Vice—C-haneellorof theUniversity andthefirst
membersof theSenateandtheSyndicate,andallpersonswhomayhereafterbecome

shall constitute a body corporate by the name of the Maharaja Bir Bikram
University; _

deemfit andby theexampleof itscorporatelife, and,inparticular,to makespecial
provisions for studies in tribal life and culture and for integrated coursesof
Humanities, Commerce and Science in the educational programmes of the
University andtake appropriatemeasuresfor promoting inter-disciplinary studies
andresearchin theUniversity. Beingthehighestandnoblestseatof leaming,the
University shall provide effective leadershipin guiding educationandpromoting
researchwork in various fields and shall also endeavourto promote study of
vocational subjectswith a view to providing employment opportunities to the

( i i) The L llt \ c rs i ty shall be open to person of whatever race, sex, creed, .caste or class
and it shall not be lawful for the University to adopt or impose on any person any
test whatsoever of religious beliefor profession in order to entitle him to be admitted
therein as a teacher or student or to hold any office therein or to graduate there at;
Provided that nothing in this section shall be deemed to prevent the University
from making special provisions for the weaker sections of the people, and, in particular, of the
Scheduled Castes and Scheduled Tribes.
5. The University shall have the following powers, namely:-
(i) to encourage and provide for instruction and training in such branches of learning
and courses of study including anthropology and sociology as it may think fit, to
make provision for research and to promote the advancement and dissemination of
~now ledge and learning and the extension of higher education;
en) to establish and develop specialized research centres, inter disciplinary centres or
similar institutions for studies and to undertake research in tribal issues, rural
development, plantation, forestry, fishery, agriculture and horticulture, cultural
studies, language studies, gender issues, religious studies, traditional/indigenous
medicines, ethno medicinal aspects;
(iii) to conduct specialized diploma, degree or post-graduate courses, as the case may be,
in such subjects as tribal languages, habitat and customs, rural administration,
public administration, policy planning, forestry, floriculture, wild life management,
pisciculture, and also in subjects like rural and urban planning, manpower planning,
regional resources planning, ecology and environmental studies, agricultural and
rural industries, traditional knowledge and in such other subjects, as may be
necessary from time to time;
(iv) to organize short courses after post graduation in Arts, Science and Commerce for
those who are otherwise suitable for teaching the non-traditional courses mentioned
in clause (iii);
(v) . to make such academic, studies as may contribute to the improvement of economic
conditions and welfare of the people in general and the tribal people in particular;
(vi) to establish, maintain or manage libraries, laboratories, museums and such other
institutions as it may consider fit;
(vii) save -as otherwise provided under sub-section (ii) of Section 6 of this Act, to institute
degree, titles, diplomas, certificates, and other academic distinctions on persons who-
(a) shall, unless exempted there from in such manner, as may be prescribed by
Statutes, have pursued in an affiliated college or in the University or in an institution
or centre recognized by the University, such courses of study and shall have passed
such examination of the University as may be prescribed, or
(b) shall have carried on research under conditions as may be prescribed;
(viii) to confer honorary degrees or other academic distinctions under such conditions, as
may be prescribed;
(ix) to co-operate with other Universities and educational authorities in such manner and
for such purposes as the University may determine;

(ii) The l.'ni\ersity shallbeopento personof whateverrace,sex,creed,casteor class
andit shallnotbelawful for theUniversity to adoptor imposeonanypersonany
testwhatsoeverofreligiousbelieforprofessioninorderto entitlehimtobeadmitted
thereinasateacherorstudentortoholdanyoffice thereinorto graduatethere_at;
Providedthat nothing in this sectionshall bedeemedto preventtheUniversity
frommakingspecialprovisionsfortheweakersectionsofthepeople,and,inparticular,ofthe
ScheduledCastesandScheduledTribes.
5.TheUniversityshallhavethefollowingpowers,‘namely:-
(i) to encourageandprovide for instructionandtraining in suchbranchesof leaming
andcoursesof studyincluding anthropologyandsociologyasit may think fit, to
makeprovision for researchandto promotetheadvancementanddisseminationof
knowledgeandleamingandtheextensionofhighereducation;
(11) to establishand developspecializedresearchcentres,inter disciplinary centresor
similar institutions for studiesand to undertakeresearchin tribal issues,rural
development,plantation,forestry,fishery,agricultureandhorticulture,cultural
studies,languagestudies,genderissues,religious studies, traditional/indigenous
medicines,ethnomedicinalaspects;
(iii) toconductspecializeddiploma,degreeorpost-graduatecourses,asthecasemaybe,
in such subjectsastribal languages,habitat and customs,rural administration,
public administration,policy planning,forestry,floriculture, wild life management,
pisciculture,andalsoin subjectslike ruralandurbanplanning,manpowerplanning,
regionalresourcesplanning,ecologyandenvironmentalstudies,agriculturaland
rural industries, traditional knowledge and in such other subjects, as may be
necessaryfromtimetotime;
(iv) toorganizeshortcoursesafterpostgraduationinArts,ScienceandCommercefor
thosewho areotherwisesuitablefor teachingthenon~traditionalcoursesmentioned
inclause(iii);
(v) I to makesuchacademic,studiesasmaycontributeto theimprovementof economic
conditionsandwelfareofthepeopleingeneralandthetribal peopleinparticular;
(vi) to establish,maintain or managelibraries, laboratories,museumsand suchother
institutionsasit mayconsiderfit; . '
(vii) save-asotherwiseprovidedundersub-section(ii) of Section6of thisAct, toinstitute
degree.titles,diplomas,certificates,andotheracademicdistinctionsonpersonswho- _
(a) shall, unlessexemptedthere from in suchmanner,as may be prescribed.by
Statutes,havepursuedinanaffiliatedcollegeorintheUniversity orinaninstitution
or centrerecognizedby theUniversity, suchcoursesof studyandshallhavepassed
suchexaminationoftheUniversityasmaybeprescribed,or r
(b)shallhavecarriedonresearchunderconditionsasmaybeprescribed;
(viii) to conferhonorarydegreesorotheracademicdistinctionsundersuchconditions,as
maybeprescribed; -
(ix) to co-operatewith otherUniversitiesandeducationalauthoritiesin suchmannerand
for suchpurposesastheUniversitymaydetermine;

Assistant Profc~sorship and other teaching posts required by the University in
accorda'ncc with regulation notified by the ·University Giants Commission with
regard to minimum qualifications;
(xi) to institute and award fellowships, ·scholarship, exhibitions, prizes, medals and other
honours and distinctions;
(xii) to prescribe, demand and receive fees, fines and other charges ;
(xiii) to establish, maintain and manage hostels, halls and other places of residence for the
students of the University and teachers, officers and other employees and to
recognize such hostels, halls and other places of residence and to withdraw
recognition there from;
(xiv) to provide for the supervision and control of residence and discipline of students of
the lJ niversit y and to· make arrangements for promotion of their health and general
welfare;
~ .v) to provide for supervision, control and discipline of the teaching and non-teaching
employees of the University in pursuance of the Statutes, Ordinances and
Regulations; ·
(xvi) to conduct, co-ordinate, regulate and control the post-graduate research work and
teaching in the University;
(xvii) to prescribe the powers and duties of officers of the University;
(xviii) to proviJc for the inspection or investigation into the affairs, of a college or an
institution recognized by the University;
(xix) to create and to make appointment to such administtative, clerical and other posts
under the University as it may deem fit;
(xx) to accept grants from.the Central or any State Govcmmcnt or the University Grants
Commission and, with the approval of State Govemment from other sources;
(xxi) to raise loans or to accept loans from the Central or the State Govcmment and with
the approval of State Government from other sources;
(xxii) to enter into contracts and agreements with the approval of the Syndicate 111
1\.trtherancc of the objects of the University;
(xxiii) to acquire, hold and dispose of properties, and immovable, for fmthcring any of the
objects ofthe University;
(xxiv) to make grants for the maintenance of the National Cadet Corps and the National
Social Service;
(xxv) generally to do all such acts and things as may be necessary or desirable for, or
incidental to the advancement of the objects or purposes of the University;
(xxvi) to recognize any college or institution as a constituent College and to withdraw such
recognition in rcspect'of any such college or institution ;
(xxvii) the University may grant in the manner prescribed, to a college which satisfies the
conditions prescribed in this behalf: the privileges of varying, for the students
receiving instmctions' in such college, the courses of study prescribed by the
University and holding examinations in the courses so varied, subject to the
provisions -of sub-section (ii) of Section 6 of this Act;

studentsof the University and teachers,officers and other employeesand to
recognize such hostels, halls and other places of residence andto withdraw
recognitiontherefrom;
toprovideforthesupervisionandcontrolofresidenceanddisciplineofstudentsoi
theUniversity andto'make arrangementsfor promotionof their healthandgeneral
welfare;
to provide for supervision,control anddiscipline of theteachingandnon-teaching
employees of the University in pursuance of the Statutes, Ordinances and
Regulations;
to conduct,co-ordinate,regulateandcontrol the post-graduateresearchwork and
teachingintheUniversity;
toprescribethepowersanddutiesofofficersoftheUniversity;
to provide for the inspectionor investigationinto the affairs, of a collegeor an
institutionrecognizedbytheUniversity; J.‘

undertheUniversity asit maydeemfit;

theapprovalof StateGovernmentfromothersources;
to enter into contracts and agreementswith the approval of the Syndicatein
furtheranceof theobjectsof theUniversity;
to acquire,hold anddisposeof properties,andimmovable,for furtheringanyof the
objectsoftheUniversity; -
to makegrantsfor themaintenanceof theNational CadetCorpsandtheNational
SocialService;
generallyto do all suchactsandthings asmay be necessaryor desirablefor, or
incidentaltotheadvancementof theobjectsorpurposesoftheUniversity;
torecognizeanycollegeorinstitutionasaconstituentCollegeandtowithdrawsuch
recognitioninrcspect‘ofanysuchcollegeorinstitution;
theUniversitymaygrantinthemannerprescribed,toacollegewhichsatisfiesthe
conditionsprescribedin this behalf,theprivilegesof varying,for the students
receiving instructions‘in such college, the coursesof study prescribedby the
University and holding examinationsin the coursesso varied, subject to the
provisionsof sub—scction(ii) of Section6ofthisAct; '

determine;
(xxxi) to organis e and conduct Refresher courses , orientation courses and workshops,
seminars and other programmes for teachers, evaluators , academic and other stan;
(xxxii) to supervise the residences of the students ·of the University and to make
arrangements for promoting their health and general weWtre;
(xxxiii) to lay down condition s of service of all category of employees including their code of
conduct ;
(xxxiv) to do all such other acts and things as may be necessary, incidental or conducive to
the attainment of all or an:y of its objects.
Jurisdiction of the University :-
6. (i) Save as otherwise p;:ovided in this Act, the local limits of jurisdiction of the
Uniilersity (hereinafter refencd to as the territorial limits of the Universit y), shall
extend to the whole ofthe State ofTripura ;
(ii) Notwithstanding anything contained in this Act, any educational institution or
Colle ge within the State of Tripura, may be associated in any way with or be
admitt ed to any privilege of the Maharaja Bir Bikram University or may be affiliated
under the Maharaja Bir Bikram University subject to the condition that, direction in
that re£;ard is issued by the Central Government in writing to the effect that the
proviso to sub-section (2) of·Section 7 of the Tripura University Act, 2006 (Central
Act No.9 of 2007), shall not apply for that educational institution or College .
7. 1 h:c following shall be the otlicers of the University :-
(i) The Chancellor;
(ii) The Vice-Chancellor;
(iii) 'The Deans of Faculties;
(iv) The Registrar;
(v) The Finance Officer;
(vi) The Controller of Examination and
(vii) such other persons in the service of the University as the University may declare to
be OJlicers of the University.
The Chancellor :-

(ii) The Chancellor shall by virtue of his office be the Head of the University and shall, if

6. (i) Saveas otherwise provided in this Act, the local limits of jurisdiction of the

(11)Notwithstanding anything containedin this Act, any educational institution or
College within the Stateof Tripura, may be associatedin any way with or be

undertheMaharajal-SirBikram University subjecttothecondition that,directionin
that regardis issuedby the CentralGovernmentin writing to the effect that the
provisotosub—section(2)oi"Section7oftheTripuraUniversityAct,2006(Central
ActNo.9of 2007),shallnotapplyforthateducationalinstitution orCollege.

(iii) The Chancellor shall have the right to cause an inspection to be made by such person
or perscns as he may direct, of the University, its buildings, laboratories and
equipment and of any college or institution maintained by the University or admitted
to its privileges, and also of the examinations, teaching and other work conducted or
done by the University and to cause an enquiry to be made in like manner in respect
of any matter connected with the administration or finances of the University ,
Colleges or Institutions;
(iv) The Chancellor shall in every case, give notice of his intention to cause an inspection
or inquiry to be made to the University if such inspection or inquiry is to be made in
respect of the Univer~ity College or Institution maintained by it, through the Vice
Chancellor if the inspection or inquiry is to be made in respect of College or any
Institution admitted to the privileges of the University not maintained by the
University, and the University, shall on receipt of such notice have the right to make
such rq" ·esentation to the Chancellor as it may consider necessary;
(v) After considering the representations, if any, made by the University or the
Chancellor may cause to be made such inspection or inquiry as is refened to in sub
section (iii) ofthis Section;
(vi) Where any inspection or inquiry has been caused to be made by the Chancellor, the
University shall be entitled to appoint a representative who shall have the right to be
present and be heard at, such inspection or inquiry;
(vii) The Chancellor, may, if the inspection or inquiry is made in respect ofthe University
or any College or Institution maintained by it, address the Vice-Chancellor with
reference to the result of such inspection or inquiry, and the Vice-Chancellor shall
commuf'icatc to the Syndicate the views of the Chancellor with such advice as the
Chancellor may he pleased to offer upon the action to be taken thereon;
(viii) The Syndicate shall communicate through the Vice-Chancellor to the Chancellor
such action, if any, as it is proposed to take or has been taken upon the result of such
inspection or inquiry;
(ix) Where the Syndicate docs not within any reasonable time take action to the
satisfaction of the Chancellor, the Chancellor may after considering any explanation
fi.1mished or representation made by the Syndicate, issue such directions, he may
think fit and the Syndicate shall comply with such directions;
(x) Without prejudice to the foregoing provisions of this section, the Chancellor may, by
order in writing ann:ul any proceedings of the University which is not in conformity
with-this Act, the Statutes or Ordinances;
Provided that before making any such order, the Chancellor shall call upon the
University to show cause why such an order shall not be made, and if any cause is shown
within a reasonable time he shall consider the :::ame;
(xi) Every proposal for the conferment of an honorary degree shall be subject to the
confirmation of the Chancellor;
(xii) The Chancellor , may, at such intervals as he may decide appoint Committee to
recommend the annual grants to be paid to the University for fulfilment of its
objectives;
(xiii) The Chancellor shall exercise such other powers and perform such other functions as
may be conferred on or vested in him by or under the provisions of the Act or be
prescribed by the Statutes.

(iv) TheChancellorshallineverycase,givenoticeofhisintentiontocauseaninspection
orinquiry tobemadetotheUniversityif suchinspectionorinquiry istobemadein
respectof theUniversity Collegeor Institution maintainedby it, throughtheVice-
Chancellorif the inspectionor inquiry is to bemadein respectof Collegeor any
Institution admitted to the privileges of the University not maintained by the
University,andtheUniversity,shallonreceiptofsuchnoticehavetherighttomake
suchrepresentationtotheChancellorasitmayconsidernecessary; '
(v) After considering the representations,if any, made by the University or the
Chancellormaycausetobemadesuchinspectionor inquiry asisreferredto in sub—
section(iii) ofthisSection;
(vi) Whereanyinspectionorinquiry hasbeencausedtobemadeby theChancellor,the
University shallbeentitledtoappointarepresentativewhoshallhavetherighttobe
presentandbeheardat,suchinspectionorinquiry;
(vii) TheChancellor,may,if theinspectionorinquiry ismadeinrespectoftheUniversity
or any College or Institution maintainedby it, addressthe Vice-Chancellorwith
referenceto theresultof suchinspectionor inquiry, andthe Vice~Chancellorshall
communicateto theSyndicatetheviewsof theChancellorwith suchadviceasthe
Chancellormaybepleasedtoofferupontheactiontobetakenthereon;
(viii) The Syndicateshall communicatethrough the Vice-Chancellor to the Chancellor
suchaction,if any,asit isproposedtotakeorhasbeentakenupontheresultof such
inspectionorinquiry;
(ix) Where the Syndicate does not within any reasonabletime take action to the
satisfactionof theChancellor,theChancellormayafterconsideringanyexplanation
furnishedor representationmadeby the Syndicate,issuesuchdirections,he may
think fit andtheSyndicateshallcomplywith suchdirections; _
(x) Withoutprejudicetotheforegoingprovisionsof thissection,theChancellormay,by
orderin writing annulanyproceedingsof theUniversity which isnot in conformity
‘ withthisAct,theStatutesorOrdinances;
Providedthat before making any suchorder,the Chancellor shall call upon the
University to showcausewhy suchanordershallnot bemade,andif any causeis shown
within areasonabletimeheshallconsiderthesame;a
(xi) livery proposalfor the confermcntof an honorarydegreeshall be subjectto the
confinnationoftheChancellor;
(xii) The Chancellor,may, at suchintervals ashe may decideappoint Committeeto

(xiii) TheChancellorshallexercisesuchotherpowersandperformsuchotherfunctionsas
maybeconferredon or vestedin him by or undertheprovisionsof theAct or be
prescribedbytheStatutes.

The Vice Chancellor :-
9. (i) The Vice-Chancellor shall be a whole-time salaried officer or' the University and
shall be appointed by the Chancellor from amongst a panel of not less than three
eligible names, as per UGC guideline submitted to him in alphabetical order by a
Committee consisting the following :-
(a)
(b)
(c)
(d)
A nominee of the Chancellor;
A nominee of the Syndicate ;
. A nominee of the State Government, and
A nominee of the Chainnan, University Grants Commission;

The Chancellor shall appoint one of the members of the Committee as the convener;
Provided that none of the members of the panel shall be an employee of the University or a
mernl1er of any authority of the University 0r connected with any approved institution or
college or institution recognized by or associated with the University.
(ii) (a) The Vice-Chancellor shall hold office for a tenn of five years or till he attains
the age of 65 years, whichever is earlier, unless sooner removed by an order of the
Chancellor, and shall subject to the provisions of this section, be eligible for
reappointment f(n· another tem1 of five years or till he attains the age of 65 years,
whichever is earlier;
Provideu that no Vice-Chancellor should be removed from oflice except by an order
passed by the Chancellor on the ground of misbehaviour, mismanagement, incapacity or
misuse of powers after due enquiry by a serving or retired Judge of the Supreme Court or
High Court appointed by the Chancellor with the approval of the Syndicate;
(b) The Chancellor may, notwithstanding the expiration of the tenn of the office of
the Vice-Chancellor or his attaining the age of 65 years, allow him to continue in
office till a successor assumes office, provided that he shall not continue as such for
any period exceeding six months ;
(iii) The Vice-Chancellor may resign from his office in writing under his hand addressed
to the Chancellor,
(iv) if
(a) the Vice-Chancellor is, by reasons of leave, illness or any other cause,
temporarily unable to exerci se the powers and perJ(mn the duties of his office,
or
(b) a vacancy occurs in the offic.:: of the Vice-Chancellor by reason of death,
resignation or expiry of the term of his office or otherwise, then, during the period
of such temporary inability, or pending the appointment of a Vice-Chancellor as
the case may be, the Chancellor may appoint the senior most Dean of Faculty to
exercise . the power and perform the current duties of Vice-Chanc ellor;
(v) The vacancy in the office of the Vice-Chancellor occurring by reason of death,
resignation 01' expiry of the term of his office or otherwise shall be filled up by
appointment of a Vice-Chancellor in accordance with the provisions of sub-section
(i) within a period of six months from the date of occurr ence of the vacancy;
(vi) Arrangement of work during vacancy in the office of the Vice-Chancellor -
(a) during the tempormy absence of the Vice-Chancellor by reason of leave,
illness or any other cause, the Challc.::llor may make such arrangements as he deems
fit for canying on the duties of the Vice-Chancellor;
