AN ACT TO INCORPORATE AND ESTABLISH AN
UNIVERSITY NAMELY THE YOUNG INDIA SKILLS
UNIVERSITY, TELANGANA IN THE PUBLIC AND
PRIVATE PARTNERSHIP IN THE STATE OF
TELANGANA AND FOR THE MATTERS CONNECTED
THEREWITH OR INCIDENTAL THERETO.
CHAPTER - I.
PRELIMINARY.
1. (1) This Act may be called the Young India Skills
University, Telangana (Public-Private Partnership) Act, 2024.
(2) It extends to the whole of the State of Telangana.
(3) It shall come into force on such date as the
Government may, by notification in the official Gazette,
appoint.
2. In this Act, unless the context otherwise requires,-
(1) “Academic Council” means the Academic Council
of the University;
(2) “Campus” means the unit established or constituted
by the University for making arrangements for instruction, or
research, or both within the territorial jurisdiction of
Telangana;

(3) “Board of Governors” means the Board of
Governors of the University;
(4) “Chancellor” means the Chancellor of the
University;
(5) “Dean” means the Dean of the respective school;
(6) “Executive Council” means the Executive Council
of the University;
(7) “Industry Partner” means an individual, or a trust
established under the Indian Trusts Act, 1882, or a company
established under the Companies Act, 2013, or society
formed and registered under the Societies Registration Act,
1860, or a financial institution or a combination of one or
more of such industry partners;
(8) “Misconduct” means a misconduct prescribed by
the Statutes and the Ordinance;
(9) “National Skill Qualification Framework” means
the qualifications assurance framework for skills, notified as
such by the Central Government, based on national
principles, organizing qualifications according to a series of
levels of knowledge and skills defined in terms of learning
outcomes regardless of how such knowledge, skills or
competency is required;
(10) “Notification” means a notification published in the
Official Gazette and the word “notify” shall be construed
accordingly;
(11) “Prescribed” means prescribed by rules made
under this Act;
(12) “Public-private partnership” means such
partnership which provides for establishment of the

University involving collaboration between the State
Government and industry partners;
(13) “Rector” means the Rector of the University;
(14) “Registrar” means the Registrar of the University;
(15) “School” means a School of Studies of the
University;
(16) “Skills” means the qualification and competency
achieved through education and learning for performing a
job role successfully and efficiently and includes National
Skill Qualification Framework;
(17) “Satellite Campus” means the Satellite Campus
established or maintained by the University, for instruction,
or research, or both within the territorial jurisdiction of
Telangana;
(18) “Statutes”, “Ordinances” and “Regulations” mean
the Statutes, Ordinances and Regulations of the University;
(19) “University” means the Young India Skills
University, Telangana (Public-Private Partnership) as
incorporated under this Act;
(20) “Vice-Chancellor” means the Vice-Chancellor of
the University.
CHAPTER - II
THE UNIVERSITY
3. (1) With effect from such date as the Government may,
by notification in the official Gazette, appoint, there shall be
established a University by the name of the Young India
Skills University, Telangana (Public-Private Partnership)
comprising of the Chancellor, Vice-Chancellor, the Board of
Governors, the Executive Council and the Academic Council

of the University and all such persons as may hereafter be
appointed to such office or as members so long as they
continue to hold such office or membership.
(2) The University shall be a body corporate with the
name aforesaid having perpetual succession and a common
seal with power, subject to the provisions of this Act, to
acquire, hold and dispose of property and to contract and
may, by the said name, sue or be sued. Provided that the
land acquired and building constructed with the assistance of
the Government shall not be disposed without the prior
approval of the Government.
(3) The University shall be a Centre for Excellence
engaged in teaching and in current and emerging sectors of
skills and skill integrated education, focusing on industry &
service sector demanded skill sets with hands-on work
exposure through apprenticeships & internships, the primary
objective being to enhance the employability of students by
making them industry-ready. The Skill University shall also
promote inter-disciplinary skill education with diversity in
instruction at all levels. Skill Courses would be conducted in
conventional mode and also blended and online mode as
per the pattern suitable for the target groups.
4. (1) On incorporation of the University by the State
Government by way of notification under sub-section (1) of
Section 3 the State Government shall identify a consortium
of Industry Partners for collaboration, based on the following
criteria:
(i) the investment of capital required for establishing
the proposed University to be borne by the State
Government and Industry Partners and recurring
expenditure, as may be considered necessary during the
first three years of operation, to be made available by the
State Government;

(ii) the expertise and standing of the Industry
Partners proposed, in their respective sector;
(iii) the assessment of the capability, financial and
other resources of industry partners to support the
University;
(iv) the temporary campus of the University and
Campuses for running the Skill Centers of the University, to
be provided by the State Government free of cost;
(v) the suitability of adequate land, to the extent of
hundred acres, for building the permanent Campus to be
provided by the State Government free of cost;
(vi) the availability of, or the commitment of the State
Government to make available, adequate physical
infrastructure namely, water, electricity, road connectivity
and security, at the proposed site.
(2) The State Government shall enter into a
memorandum of understanding or an agreement with the
industry partners for the establishment of the University.
(3) The industry partner shall:
(i) actively participate in the governance of the
University and the schools within the overall framework;
(ii) support and facilitate various initiatives either
through funding, collaboration or in any other manner;
(iii) depute experienced individuals as adjunct
faculty;
(iv) co-create programs as per the requirements of
the industry with the Institution;

(v) provide internship and apprenticeship to students
from the University;
(vi) facilitate for placement of students from the
University.
(4) Every memorandum of understanding or agreement
referred to in sub-section (2) shall contain:
(i) the investment proposal of capital in
establishment of the University and the respective shares as
may be prescribed;
(ii) the first Statutes of the University;
(iii) the commitment of the State Government, and
the industry partner in operation and ensuring autonomy to
the University;
(iv) the conditions, if the industry partners pulls out.
5. Save as otherwise provided by or under this Act, the
limits of the area within which the Skill University shall
exercise its powers, shall be that of the State of Telangana.
6. The objects of the University shall be-
(1) to establish as a premier institution of quality skill
education recognized by industry & service sectors both
nationally and internationally;
(2) to develop employable human resource by ensuring
on-the-job-training during study for degree and diploma
courses, leading to job placements for realizing the
demographic dividend of the State and contribute to the
manpower requirements of the industry and economy;
(3) to carry out training and education as per established
skilling benchmarks, provide certification as per established
Jurisdiction.

frameworks and promote sustainable skilling with skill
education as per established standards in training, teachers
training and industry collaboration;
(4) to provide opportunities for flexible learning, systems
and create a platform for life-long learning;
(5) to develop linkages with industry and service sectors
and impart skill education aligned with market needs;
(6) to design and implement curricula in association with
industry, service sector, Sector Skill Councils and industry &
service sector bodies so that a dynamic evolving content is
always on offer for students;
(7) to promote entrepreneurship development initiatives
and to create an inspiring ecosystem for start-ups, business
incubators micro enterprises and platforms for technology &
manpower mobility;
(8) to ignite the spirit of innovation, creativity and
experimentation;
(9) to create a platform for industry involvement in
training, common production centres / facility, offer &
implement models for spin off of startups;
(10) to maintain transparency of highest order in matters
of admission, appointments, evaluation, accreditation,
administration and finance at its main campus and different
affiliated centers;
(11) to start or affiliate training centres and centers of
excellence in different parts of Telangana based on merit,
outreach and skilling standards;
(12) to publish books, journals, periodicals, reports,
scholarly articles and film clips in such areas as prescribed;

(13) to do all such things as are incidental, necessary or
conducive at the national and international level to the
attainment of all or any of the objects of the University and
for its adaptation & growth in the emerging skilling,
employment and entrepreneurial ecosystem.
7. The University shall have the following powers and
perform the following functions, namely:
(1) to comply with the National Skills Qualification
Framework & the credit framework applicable to all the skill
courses both short term and long term;
(2) to have autonomy in financial, administrative and
academic matters in regard to the attainment of its objects;
(3) to develop curriculum framework in accordance with
the National Occupational Standards developed as job-role
based course offerings by such bodies as may be specified,
by or under, the National Skills Qualification Framework and
framework applicable to different sectoral courses;
(4) to define norms and parameters of skills education,
teaching and instruction, consistent with the credit
framework and curriculum packages, in such skills and allied
areas as the University may deem fit;
(5) to impart instruction in accordance with the National
Skill Qualification Framework, Industry set standards, credit
framework and industry-led curriculum packages, in such
skills and allied areas, as the University may deem fit, for the
dissemination of knowledge and skills training in accordance
with requirements of industry and consistent with its objects;
(6) to impart instruction in such branches of learning,
other than skills, consistent with its objects, as the University
may, from time to time, determine;

(7) to award degrees, diplomas, certificates and other
distinctions that conform to the provisions of the University
Grants Commission Act, 1956, or the National Skills
Qualification Framework, as the case may be;
(8) to define norms of examination or any other measure
of assessment of knowledge and competency of a student or
for admission to the University;
(9) to conduct examinations or other assessments of
knowledge or competency, or accredit the examination or
other assessment systems of institutions of skill education,
as the University may, from time to time, determine.
(10) to recognize industries for purposes of practical
training of students in skills and to define norms for
recognition of competency attained by a student in such
practical training in industry for the purpose of earning
credits;
(11) to define norms and measures of assessment for
recognition of prior learning and competency in skills, based
on relevant experience at work or in industry, and to assign
credits for such prior learning or competency in accordance
with the credit framework;
(12) to lay down norms for transfer of credits to promote
new learning opportunities without compromising on learning
outcomes;
(13) to institute education in skills education, training or
other training positions required by the University, with such
qualifications and designations as it may deem fit, and to
appoint persons on contract, term or otherwise to such
positions;
(14) to appoint persons working or having significant
experience or working in any other educational institution or
industry/service sectors, possessing the required knowledge

or competency or recognized experts in skill education as
adjunct, guest or visiting faculty of the University on such
terms and for such duration as the University may decide;
(15) to lay down parameters for assessment and
accreditation of skill courses, skill educators and training
providers in accordance with the norms specified by or under
the National Skills qualification Framework, or in their
absence, such norms as may be determined by the
University;
(16) to create administrative and other posts and to
make appointments thereto;
(17) to determine, specify and receive payment of fees,
revenue shares and other charges, as the University may
deem fit, from students and any other person, institution,
industry or body corporate for instructions and other
services, including training, consultancy and advisory
services, provided by the University;
(18) to establish and maintain such infrastructure,
including campuses and training centres within its territorial
jurisdictions, as may be necessary for attainment of its
objects;
(19) to undertake, or cause to be undertaken, such
studies for assessment of courses, skill needs as may be
required in the future and to prepare and maintain a
database of skill courses of skills assessment and
requirements in terms of the emerging employment market
in Telangana, nationally or internationally, as the case may
be, relevant to the instructions imparted or proposed to be
imparted in the University;
(20) to institute and award fellowships, scholarships,
exhibitions, prizes and medals;

(21) to collaborate with any other university or institution
both nationally and internationally in offering joint degree
programmes for forging education partnerships in skill
education and skill integrated higher education;
(22) to partner with institutions, organisations and
industry/service sectors for creating and operating centres of
excellence, running niche programmes and forge
partnerships for end-to-end implementation of courses by
industry/industry bodies/sector skill councils in accordance
with established models;
(23) to operate programmes and activities in Public-
Private Partnership mode & sponsorship mode as per
established practices so as to leverage both funding and
best practices;
(24) to promote international collaboration in skills
education with institutions of vocational education (VET
Universities) for the purpose of developing competency,
knowledge and competence of global standards so as to
promote student employment and mobility;
(25) to collaborate with the existing innovation
eco-system and Centers of Excellence of the Government of
Telangana for building synergies and affiliation wherever
possible;
(26) to promote a spirit of entrepreneurship amongst
skilled youth;
(27) to establish, maintain & partner with institutions,
centres, campuses and such other centres of education,
research, training and extension as deemed appropriate by
the University;
(28) to determine the mode, eligibility and standards for
admissions to the University;

(29) to establish, maintain and manage halls, hostels,
residences etc for the residing of staff, students and
scholars;
(30) to prescribe, regulate and enforce the discipline and
conduct of students at the University and to make
arrangements for promoting their health, welfare and cultural
and corporate life;
(31) to regulate the work and conduct of employees of
the University and take such disciplinary measures in this
regard as may deem necessary;
(32) to make arrangements for promoting the health and
general welfare of employees of the University;
(33) to create any Reserve Fund, Insurance Fund or any
other special Fund whether for depreciation or for repairing,
improving, extending or maintaining any of the properties or
rights of the University and/or for recoupment of wasting
assets and for any other purposes for which the University
deems it expedient or proper to create or maintain such
Funds;
(34) to draw, make, accept, endorse and discount
cheques, notes or other negotiable instruments and digital
payments;
(35) to receive benefactions, donations and gifts from
persons and organizations and to name, after them, such
chairs, centers, institutions, buildings and the like as the
University may determine, whose gift or donation to the
University is worth such amount as the University may
decide;
(36) to acquire by gift, purchase, exchange, lease, hire
or otherwise howsoever any movable or immovable property
which may be necessary or convenient for the purpose of
the University and to build, construct, improve, alter,

demolish, repair and maintain such buildings, works and
constructions as may be necessary for carrying out the
objects of the University;
(37) to borrow and leverage funds for the purpose of the
University;
(38) to assess the needs in terms of skill sectors, fields
of specialization, levels of skilling and training of technical
and other manpower, both on short and long-term basis, and
to initiate necessary programmes to meet those needs;
(39) to initiate measures to enlist the involvement and
cooperation of the industry and other expert agencies to
provide complementary facilities and to operate any
programmes as per established practices;
(40) to prescribe code of ethics, code of conduct and
disciplinary rules for its employees and Code of Discipline for
the students. However, the disciplinary rules for the
employees should be on the line of conduct rules and
disciplinary rules applicable to employees of Government,
and
(41) to do all such things as may be necessary,
incidental or conducive to the attainment of all or any of the
objects of the Skills University.
8. No person shall be excluded from holding any office in
the University or from membership of any of the authorities
of the University or from admission to any degree, diploma
or other distinction or course of study, on grounds only of
religion, race, caste, sex, place of birth or any of them, and it
shall not adopt or impose on any person any test whatsoever
of religious belief or profession in order to entitle him to be
admitted thereto as a teacher or student or to hold any office
therein or to qualify for any degree, diploma or other
distinction or to enjoy or exercise any of the privileges of the
University:

Provided that –
(1) The University may maintain affiliate or recognise
any college or institution, intended exclusively for women,
either for their education, or for their residence.
(2) The University shall reserve seats in the University
Colleges or constituent Centres for Socially and
Educationally Backward Classes, Scheduled Castes,
Scheduled Tribes and other categories as specified by the
Government from time to time as per the Rules of
Reservation.
9. (1) The University shall be a not-for-profit legal entity and
no part of the surplus, if any, in revenue of the University,
after meeting all expenditure in regard to its operations
under this Act, shall be invested for any purpose other than
for the growth and development of the University or for
conducting research therein.
(2) The University shall strive to raise funds for the
creation of a corpus for self-sufficiency, sustainability and
future development of the University.
10. (1) The Government shall have the right to cause an
inspection to be made by such person or persons as it may
direct of the University, its buildings, laboratories, libraries,
museums, work-shops and equipment and of any institutions
maintained by or affiliated to the University and also to cause
an inquiry to be made, into the teaching and other work
conducted or done by the University in respect of any matter
connected with the University. The Government shall in
every case give notice to the University of its intention to
cause such an inspection or inquiry to be made and the
University shall be entitled to be represented thereat.
(2) The Government shall forward to the Vice-
Chancellor a copy of the inspection report for obtaining the
views of the Executive Council and on receipt of such views,

the Government may tender such advise as they consider
necessary and fix a time-limit for action to be taken by the
University.
(3) The Executive Council shall, within such time as the
Government may fix report to them through the Vice-
Chancellor the action which has been taken or is proposed
to be taken on the advice tendered by them.
(4) The Government may, where action has not been
taken by the University to their satisfaction, within the time
fixed and after considering any explanation furnished or
representation made by the Executive Council issue such
directions as they may think fit and the University shall
comply with such directions.
CHAPTER - III
MANAGEMENT OF THE UNIVERSITY
11. The following shall comprise the Management of the
University:
(i) The Chancellor;
(ii) The Vice-Chancellor;
(iii) The Rector;
(iv) The Registrar;
(v) The Finance Officer;
(vi) The Controller of Examinations; and
(vii) Such other persons as the Statutes may declare to
be part of the Management of the University.

12. (1) The Chief Minister of Telangana shall be the
Chancellor of the University;
(2) The Chancellor shall, by virtue of his office, be the
Head of the University and shall when present, preside at
convocations of the University;
(3) The Chancellor shall exercise such other powers and
perform such other duties as may be conferred on or vested
in him by or under the provisions of this Act.
13. (1) The Vice-Chancellor shall be the Academic &
Administrative Head and the Principal Executive Officer of
the University and shall exercise general control over its
affairs. He/She shall be a whole-time official of the
University.
(2) The Vice-Chancellor shall be a person of eminence
having rich administrative/skill education implementation
/academic experience.
(3) In the first instance, the Vice-Chancellor of the
University shall be appointed by the Chancellor of the
University.
(4) For later instances, the Vice-Chancellor shall be
appointed by the Board of Governors.
(5) The Vice-Chancellor shall not be removed from his
office except by an order of the Board of Governors passed
on the ground of willful omission or refusal to carry out the
provisions of this Act, or abuse of the powers vested in him
and after due enquiry ordered by the Board of Governors.
14. (1) The age for applying to the post of Vice-Chancellor
shall not exceed 70 years;
(2) Subject to the provisions of the section ‘Vice-
Chancellor’, the Vice-Chancellor shall hold office for a term

of three years from the date of his/her appointment and shall
be eligible for reappointment to that office for another one
term of three years in the manner provided in the Act,
provided his age is less than the prescribed age while
applying for the second term;
(3) The Vice-Chancellor shall be paid such pay and
allowances as may, by order, be specified by the Board of
Governors, from time to time;
(4) When the Vice-Chancellor is unable to exercise his
powers, perform his functions and discharge his duties
owing to absence, illness or any other cause or when the
office of Vice-Chancellor is vacant, the Rector shall be in-
charge Vice-Chancellor. The in-charge Vice-Chancellor shall
exercise the powers, perform the functions and discharge
the duties of the Vice-Chancellor until, the Vice- Chancellor
assumes the office, or as the case may be, a new Vice-
Chancellor is appointed;
(5) It shall be competent for the Chancellor to accept the
resignation of the Vice-Chancellor;
(6) When the post of the Vice-Chancellor falls
permanently vacant, either by resignation or otherwise, the
vacancy shall be filled by the Chancellor, on the advice of
the Board of Governors, by appointing another person as the
Vice-Chancellor and the Vice-Chancellor so appointed shall
hold office for a full-term of three years.
15. (1) The Vice-Chancellor shall by virtue of his office be a
member and Chairman of the Executive Council and of the
Academic Council and shall preside at the convocation of
the University in absence of the Chancellor.
(2) He shall be entitled to be present at the address at
any stage, any meeting of any Authority of the University, but
not to vote there at, unless he is a member of the authority
concerned.

(3) He shall have the power to convene meetings of the
Executive Council and the Academic Council.
(4) It shall be his duty to see that the provisions of this
Act, the Statutes, the Ordinances and Regulations are duly
observed, and he may exercise all powers necessary for this
purpose.
(5) He shall have power to interpret the provisions of this
Act, the Statutes, the Ordinances and the Regulations. Any
person or authority aggrieved may, within such time as may
be prescribed by an Ordinance, appeal to the Board of
Governors.
Provided that,
(a) if such interpretation was given at a meeting of
the Executive Council, the appeal shall lie to the Chancellor
direct.
(b) if such interpretation was given otherwise than at
a meeting of the Executive Council, the appeal shall be
forwarded to the Chancellor through the Executive Council.
(6) He shall give effect to the decision of the Authorities
of the University taken in accordance with the powers
conferred by or under this Act.
(7) He shall have such other powers as may be
prescribed.

16. (1) There shall be a Rector who shall be appointed by
the Executive Council on the recommendations of the Vice-
Chancellor in such manner and on such terms and
conditions as may be prescribed by the Statutes from among
the senior faculty in the University.

(2) The Rector shall perform such duties and exercise
such functions and powers as the Vice-Chancellor may
specify and shall assist the Vice-Chancellor on academic
and administrative matters.
(3) The term of the Rector shall be co-terminus with the
term of Vice-Chancellor.
17. (1) The Registrar shall be a whole-time paid official of
the University appointed by the Board of Governors for a
term of three years or less and on such terms and conditions
as may be prescribed by the Statutes, provided that he shall
not continue in that office for more than six years.
(2) The Registrar shall act as the Secretary of the
Executive Council and Academic Council. He/she shall
exercise such powers and perform such duties as may be
prescribed.
(3) The Executive Council may transfer the Registrar to
a suitable position even before the completion of the term
provided he/she is shown a position in the University with the
same emoluments.
18. (1) The Finance Officer shall be a whole-time official of
the University appointed by the Board of Governors either on
deputation or by direct appointment, to be chosen from a list
of three officers to be obtained from the Industries and
Commerce Department, Government of Telangana on such
terms and conditions as may be prescribed by the rules
made by the Board of Governors in this behalf. He/ she shall
be the employee of the Government and the salary,
allowances, pension and other remuneration shall be paid in
the first instance out of the Consolidated Fund of the State
and later recovered from the University.
(2) The Finance Officer shall maintain the accounts of
the University and also advise the University on all matters
relating to income and expenditure.

(3) The Finance Officer shall be present at the meetings
of the Finance Committee and participate in the discussions
but shall not be entitled to vote.
19. (1) The Controller of Examinations shall be a whole -
time paid official of the University appointed by the Executive
Council.
(2) The Controller of Examinations shall be the principal
officer-in-charge of the conduct of examinations and tests of
the university and declaration of their results and shall
exercise such powers and perform such functions as may be
prescribed.
20. The manner of appointment, emoluments, powers and
duties of the other officers of the University shall be such as
may be prescribed.
CHAPTER - IV
AUTHORITIES OF THE UNIVERSITY
21. The following shall be the Authorities of the University,
namely:
(i) The Board of Governors;
(ii) The Executive Council;
(iii) The Academic Council;
(iv) Such other authorities as may be declared by the
Statutes to be the authorities of the University.
22. (1) The Governing Body of the University shall consist of
at least Fifteen (15) members including the following
members namely:
(i) Chairperson of the Board;

(ii) The Vice-Chancellor;
(iii) Two (02) Deans from the schools of the
university, with each school selected on rotational basis for a
two- year term;
(iv) The Secretary to Government in the Industries
and Commerce or an officer in the Industries and Commerce
Department nominated by the Government, not below the
rank of Joint Secretary;
(v) The Secretary to Government in the Education
Department or an officer in the Education Department
nominated by the Government, not below the rank of Joint
Secretary;
(vi) The Secretary to Government in the Finance and
Planning (Finance Wing) Department or an officer in the
Finance and Planning (Finance Wing) Department
nominated by the Government, not below the rank of Joint
Secretary;
(vii) Member representing the SC/ST Community,
nominated by the Chancellor;
(viii) Seven (07) Members from different sectors of
the Industry, representing sponsors of the Schools,
programme implementing organisations, Public-Private
Partnership entities and industry experts.
(2) The Registrar shall be the non-voting Ex-Officio
Secretary to the meetings of the Board.
(3) (A) The Chairperson of the Board shall be an
eminent person of standing in their field.

(B) The term of the Chairperson of the Board shall
be three (03) years from the date of his/her appointment and
shall be eligible for reappointment to that office for another
one term of three years.
(C) For the first instance, the Chairperson of the
Board shall be nominated by the Chancellor and for later ♦
instances, a Search-cum-Selection Committee shall be
formed by the Board of Directors for nominating the
Chairperson of the Board.
(4) (A) Save as otherwise provided in this section the
term of nominated members of the governing body shall be
three years from the date of nomination. Provided that each
nominated member is eligible to hold the position for one
additional term of three years.
(B) The term of Members elected from different
sectors of the industry shall be two years from the date of
appointment.
(C) An ex-officio member shall continue so long as
he/she holds the office by virtue of which he/she is such a
member.
(5) It shall be ensured by the Board of Governors that
proper representation is given to women and socially
disadvantaged classes from time to time.
(6) Nearly one third of the nominated members except
the ex-officio member shall retire by rotation each year. In
the first two instances, the Industries and Commerce
Department, Government of Telangana shall decide the
procedure to identify the members who will retire.
(7) A member may resign from his office by writing,
addressed to the Chairperson, but he/she shall continue in
office until his resignation has been accepted by the
Chairperson.

(8) The Board of Governors shall meet at least two times
in a financial year with one meeting in each half.
(9) A minimum of one-half of the members shall form the
quorum for a meeting of the Board of Governors.
23. (1) Subject to the provisions of this Act, the Board of
Governors shall be responsible for the general policy
making, superintendence, providing direction and shall have
the power to frame, amend, modify or rescind the Statutes
and the Ordinances governing the affairs of the University to
achieve the objectives.
(2) Without prejudice to the provisions of sub-section (1),
the Board of Governors shall have the following powers
namely:
(a) to decide questions of policy relating to the
University;
(b) to provide general superintendence and
directions and to control functioning of the University by
using all such powers as are provided by this Act or the
Statutes, Ordinances, Regulations or rules made thereunder;
(c) to review the decisions of other authorities of the
University in case they are not in conformity with the
provisions of this Act or the Statutes, Ordinances,
Regulations or rules made thereunder;
(d) to approve the budget and annual report of the
University;
(e) to lay down the extensive policies to be followed
by the University;
(f) such other powers as may be prescribed by the
Statutes;

(g) to vest to the Executive Council or any other
entity or official of the University such of its powers as it
deems appropriate, along with appropriate governance
mechanism.
24. (1) The Executive Council shall consist of the following
persons, namely:
Class I - Ex-Officio Members:
(i) The Vice-Chancellor (The Chairperson);
(ii) The Rector;
(iii) The Secretary to Government in the Industries
and Commerce or an officer in the Industries and Commerce
Department nominated by the Government, not below the
rank of Joint Secretary;
(iv) The Secretary to Government in the Education
Department or an officer in the Education Department
nominated by the Government, not below the rank of Joint
Secretary;
(v) The Secretary to Government in the Finance and
Planning (Finance Wing) Department or an officer in the
Finance and Planning (Finance Wing) Department
nominated by the Government, not below the rank of Joint
Secretary.
Class II - Other Members:
(i) One (01) senior faculty of the University to be
nominated by the Board of Governors.
(ii) Four (04) eminent persons representing industry,
agriculture, trade, commerce, education, public life, legal
profession, social work etc. to be nominated by the Board of
Governors.

(2) Every member of the Executive Council other than
Ex-Officio Member shall hold office during the pleasure of
the Board of Governors;
(3) The Executive Council shall meet at least once in
three (03) months and may meet often if necessary;
(4) Upon a requisition in writing signed by not less than
one third of the total number of members of the Executive
Council, the Vice-Chancellor shall convene a meeting
thereof on a date appointed by him which shall not be later
than seven days from the date of receipt of requisition
aforesaid;
(5) In the absence of the Vice-Chancellor from any
meeting of the Executive Council, the members present at
the meeting shall choose one among themselves to preside
over the meeting;
(6) The quorum for a meeting of the Executive Council
shall be one-third of Class I and Class II members or six
persons whichever is less.
25. The Executive Council shall be the Executive Authority
of the University and shall have the following powers
namely:
(1) to direct the form, custody and use of the common
seal of the University.
(2) to hold, control and administer the property and funds
of the University.
(3) to enter into, vary, carry out and cancel contracts on
behalf of the University in the exercise of performance of the
powers and duties assigned to it by this Act and the
Statutes.

(4) to accept on behalf of the University, endowments,
bequests, donations and other transfers of property made to
it and to administer all funds placed at the disposal of the
University for specific purposes.
(5) Subject to such statutes as may be prescribed in this
behalf:
(a) to appoint the teaching and non-teaching staff of
the University, except core faculty, and to appoint the core
faculty of the University on the recommendations of the
Selection Committee constituted for the purpose:
Provided that the Executive Council may invite any
person of high academic distinction and professional
attainments to accept a post of Core Faculty in the University
and appoint him to that post:
Provided further that if the Executive Council rejects the
selections made by the Selection Committee, the matter
shall be referred to the Board of Governors whose decision
thereon shall be final.
(b) to fix emoluments of the faculties of the University
and define their duties and conditions of service;
(c) to suspend, remove or dismiss faculties of the
University subject to such Ordinances as may be made in
this behalf;
(d) to appoint, dismiss, remove or suspend any member
of the non-teaching staff of the University;
(e) to fix the emoluments of the employees of the
University and define their duties and the conditions of their
service;

(f) to award fellow ships, travelling fellowships,
scholarships, exhibitions, bursaries, studentships, medals
and prizes in accordance with such rules as may be made in
this behalf;
(g) to appoint examiners in consultation with the Board
of studies or academic council and to fix their fees;
(h) to conduct University Examinations and to approve
and publish the results thereof;
(i) to prescribe the fees to be charged for admission to
the examinations, degrees, diplomas, certificates and
oriental titles of the University;
(j) to decide on various revenue sharing models and
course implementation mechanisms with industry and
industry bodies for different sectors;
(k) to charge and collect such tuition and other fees for
admission to courses of study in the colleges and institutions
of the University;
(l) to manage and control all colleges, hostels, libraries,
laboratories, museums and the like, instituted and
maintained by the University;
(m) to establish, manage and control a Department of
Publications, a University Press, an employment Bureau,
Students’ Unions, University Extension Boards, University
Athletic Clubs and other similar associations;
(n) to establish various Satellite campuses in the
University campus and in the different regional centers
across different districts of the State and to affiliate existing
Centers where feasible;

(o) to establish schools in the University and allow them
to establish academic programmes under conditions
prescribed by the Academic Council and to suspend or
withdraw such school or programme after consultation with
the Academic Council;
(p) to direct the inspection of Satellite campuses and
Schools of the University;
(q) to call for reports and returns and other information
from Satellite campuses and Schools of the University;
(r) to supervise and control the residence and discipline
of the students of the University and make arrangements for
promoting their health and wellbeing;
(s) to recommend to the Chancellor on the motion of the
Vice-Chancellor the conferment of honorary degrees and
other academic distinctions;
(t) to make, amend or repeal Regulations, Statutes and
Ordinance;
(u) to delegate any of its powers to the Vice-Chancellor
