Open in Lexace · Ask the AI about this act
STATEMENT OF OBJECTS AND REASONS.

Since Independence in 1947, the number of Universities in India
as a whole has inc reased from 18 to more than 118 . But the
number of Un iversities establ ished in th is State s ince
Independence is only th ree, namely, the Madurai-Kamaraj
University, the Tamil Nadu Agricultural University and the
Perarignar Anna University of Technology. The Gajendragadkar
Committee on the governance of the Universities and colleges
had recommended that Un iversities would do well to have a
strong case of teach ing departments with about th irty affiliated
colleges. The number of colleges affil iated to the Mad ras
University is 167 . It exceeds the number of colleges
recommended to be affiliated to a Un iversity by the said
Committee. This unw ieldy character of the Madras Univers ity
tells upon not only on the administrative efficiency of the
University but also on the academ ic attainment of the students
of the colleges. In order to obviate t his difficulty and also to put
the University of Madras on an efficient footing, the Government
have decided to establish two new Universitie s. namely (1) the
Bharathiar Un iversity and (2) the Bharathida san University
without any further de lay. These new Un iversities w ill be
concentrating on three main fields of activities. namely.
(i) teaching; (ii) research and (ii i) extension activities. The said
two Universities willbe of the affiliating type.

2. The establishment of these Unive rsities will further meet the
long felt aspirations of the people of the regions and w ill also
lead to strengthening of Pos t-Graduate Centres as well as to
have additional fac ilities for un iversalisation of education . like
part-time courses, correspondence courses. etc. and the like.

3. The B ill seek s to p rovide f or the establ ishment of
Bharathidasan University.
