(c) every other college or institution situated within the Wniver- 
sity area and which may be affiliated to, or approved by, the University 
in accordance with the provisions oftthis Act, statutes and ordinances 
and regulations made thereunder ; and 
(d) every college and institutim situate within the Univerdty 
area, which conducts any course of study or imparts any course of 
training which may qualify for the award of any degree, diploma or other 
academic distinctions by the University in any system of v~~dicine. 
(4) This section and sections 2, 3,4, 5, 6, 7, 8,9, 10, 11, 12, 
13, 14, 15, 16, 31, 34, 46,47,48,49, 57, 60, 61, 65, 66, 67 
alld 68 shall come into force at once and {he rcst of this Act shall come 
into force on such date as the Goveritment may, by notification, '

2. Definitions.--In this Act, unless the $ontext otherwise requires,- 
(a) " affiliated college " means any college or institutiBn, situate 
within the Uiliversity area aild affiliated to the University and providing 
courscs of study in medical science for admission to the examinatjqns 
for degrees, diplomas and other academic distinctions of the University 
alld includes a college deemed to be affiliated to the Uiiversity under 
tlli9 Act and il~cludes an auto~zorno~is college ; 
(b) '' approved institution " means ally hospital, centre or 'other 
iilstitution situated in the University area which, - 
(i) is approved by the University ; and

(ii) provides training for admission to the examinations 'for 
degrees, diplomas afid other academic distinclions of the Uriversity; 
(c) " autor10ii1OuS ad!c~- " mcans any college designated as an 
autoxzo~nous college by or under the statutes ; 
(d) " college" means any college or any institution maintained by 
or affiliated to the Uiliversjty and providing courses of study or

' (e) " Dental Council of India " means the Dental Cquncil of India, 
constituted under section 3 of the Dentists Act, 1948 (Central Act XVI of 
1945);

the University, whetner instituted by it or not, which is intended to carry 
on research work ; 
(v) "University Lecturer", "University Reader", " University Pro- 
kssor" or "University Teacher" mean Lecturer, R?ader, J?rofessor , 
or Teacher respectively, appointed by the Ui,iversjty; I

CHAPTER 11. 
THE UNIVERSITY. 
3. The University.-(1) There shall be a University by the name "The 
Tamil Nadu Medical University". > 
(2) The University shall be a body cdrpora te, shall have perpetual 
iuccession and 21 cominon seal and shall sue and be sued by the said 
name. 
(3) The headquarters of the University shall be located within the 
Smits of the Madras Metropolitan Planning Area as defined in clause 
i23-a) of section 2 of the Tamil Nadn Town and Country Planning Act, 
i971 (Tamil Nadu Act 35 of 1972). 
4. Objects of the Uizivcrsity.-The University sl~all have the following 
abjects, na~iiely :-- 
(1) to provide for instruction and training in sucll branches' of 
;tamilig as it rnay determine in the field of medical science ; 
(2) to provide for research and for the advhnceo~eni and iissemi- 
~atiorl of knowledge in the field of medical science ; 
' ) (3) to institute degrees, diplomas and other academic distinctions ; 1 
(4) to institute leclurerships, readerships, prof~ssorships and other 
xaching posts required by the University and to appoict persons to 
cuch lecturerships, readerships, professorships and other teaching posts; 
(5) to institute and award fellowships, ~cholarsl~ips, studentships, 
bursaries, exhibitions, medals and prizes in acccirdance wiril the statutes; 
(6) to institute research posts and to appoint persons to such

(7) to organise advanced studies and research progra~nmes from

(10) to exercise such control over the students of the University, 
through the colleges and institutions, as will secure their health and well- 
being and discipline ; 
(11) to hold and manage endowments and other properties and 
funds of the University ; I 
(13) to fix fees and to demand and receive such fees, as, may 'be. 
(14) to make grants from the funds of thi'uni~ersit~ for the 
tenance of National Cadet Corps, National Service Scheme or othef

6. Colleges situate within University area riot to be aflilkted to mry

for any purpose except with the prior approval of the Government ad

' 10. The Vice-Chancellor.-(1) Every appointment of the vice-khan-' 
cellor shall be made by the Chancellor from out of a panel of three names 
recoinmended by the Committee referred to in sub-section (2). Such panel 
shall not contain the name of any member of the said Committee. 
(2) For the purpose of sub-section (I), the Committee shall consist 
of three persons of whom one shall be nominated by the Government, one 
shall be nominated by the Senate and one shall be no~ulnated b) ,die . / Governing Council :, '

any of the authorities of the University.

(3) The Vice-Chancellor shall hold ofice for a period of - three

(2) It shall be the duty of the vice-Chancellor to 'ensure that the 
provisions of this Act, the statutes, ordinznces ahd regulations are

(3) The Vice-Chancellor shall have power to convene meetings 
of thc Senate, the Go ~erning Ccuncil, the Standing Academic Board 
and the Finance (Zommittee. 
(4) The Vice-Chaacellor shall have power to take action on any 
matter coilcerning the affairs cf the University ~nd may take such 
action as he may deem necessary but shall, as soon as may be, thereafter 
report the action taken to the officer or authority or body whd or 
which would have ordinarily dealt wit11 the matter : 
(5) When action taken by the Vice-Chancellor underasub-section 
(4) affects any person in the service of the University, such person 
shall be entitled to prefer an appeal to the Governing Council withh 
thirty days from the date on which he has notice of such action.

16. The Controller of Examinations.-(1) The Controller of Exami- 
nations shall be an academician in the field of medical science and a

(3) The Vice-chancellor may, whenever he thinks , fit, and shall,

21. The Governing Cotmcil.-(1) The Chancellor shall, as soon as 
may be, after the first Vice-Chancellor is appointed under section 47, 
bunstitute the Governing, Council. 
(2) The Governing Council shall, in addition to the Vice-Chanoefiot, 
consist of ex-offirio and other members. 
(3) The ex-officio members of the Go~eri~ingCouncil shall be,-

(3) All questions at any meeting of the Governing Council shdl be 
decided by a majority of the votes of the members p.-esent and voting &,, 
in the case of equality of votes, the Vice -Chancellor or the member prest 
ding, as the case may be, shall have and excrcine a second or casting vote. 
(4) (a) The Governing Council may, for the purpose of c;:ysultati&, 
invite any person having special knowledge or practiea; ~uperience in .any 
subject under consideration to attend any meeting. Such person may 
speak in, and otherwise take part in, the proceedings of such meeting but 
shall not be entitled to vote. 
(b) The person so invited shall be entitled to such daily an$ 
travelling allowances as are admissible to a member of the Governing 
Council. 
1 24. Members not entitled to remuneration.-The members of the 
Governing Council shall not be entitled to -Pweive any remaneratioti 
from the University except such travelling and daily allowances as may be, 
prescribed by the statutes : 
Provided that nothing contained in this section shall preclude any member from drawing his emoluments to which he is entitled DY-

1 i 25. Rcsjgnation ofmembers.-A member of the Governing Council,

26. Governing Council to prepare Anlzual Report.-( 1 ) The annual . 
report of the University shall be prepared by the Governing Council 
and shall be placed before the Senate on or before such dats as may be 
+prescribed by the statutes and shall be considered by the Senate its 
next annual meeting. The Senate may pass resolution thereon' 
communicate the same to the Governing Council. 
(2) The Governing Council shall inform.at a sudsequent mw 
of the Senate the action taken .by it on the resolution passed by the

' (3) The accounts when audited shall be published by the Governing 
. Council in such manner as may be prescribed by the ordinances and 
copies thereof shall be'submitted to the Senate at its next meeting, and 
to the Gdvernment within three months of such publication, . . 
28. The Finance Committee.-0) The Finance C'omnlittee shall con-

(2) If for any reasons. the member referred to in clause (I.) or 
clause (c) of sub-section(lJ, is unable to attend any inecting of the Finance

the expiry of their term of office. 
32. The Boards of Studies.-(1) There shall be .Boards bf studies 
attached to each department of study or research. 
(2) The constitution and powers of the Boards of Studies shall he 
such as rnay be prescribed by the statutes.

33. Constitution of other authorities.-The Governing Council 'may 
constitute such other authorities of the University as may be necessary

UNIVERSITY FUNDS. 
34. Ger~ernl Funds.-The University shall have a General Fund to 
which shall be credited,-
