THE RAJASTHAN UNIVERSITY OF VETERINARY AND ANIMAL SCIENCES ACT,
2010

An
Act
to establish and incorporate a university for the purposes of development of v eterinary and
animal s ciences in the State of Rajasthan by ensuring proper and systematic instruction,
training, research and extension in modern systems of veterinary and animal sciences and its
allied sciences at its constituent as well as affiliated colleges, institutions or units and for the
matters connected therewith or incidental thereto.
Be it enacted by the Rajasthan St ate Legislature in the Sixty-first Year of the Republic of
India, as follows:-
CHAPTER I
Preliminary
1. Short title, extent and commencement .- (1) This Act may be called the Rajasthan
University of Veterinary and Animal Sciences Act, 2010.
(2) It shall extend to the whole of the State of Rajasthan.
(3) It shall come into force on such date as the Government may, by notification in the
Official Gazette, appoint.
2. Definitions.-In this Act, unless the context otherwise requires,-
(a) “Academic Council” means the Academic Council of the University;
(b) “affiliated college, institution or unit” means a college or an institution or a unit,
whether private or public, by whatever name called, affiliated with the University
with respect to specific academic programmes;
(c) “animal” means all domesticated animals and includes birds, fish, wild animals,
reptiles and bees;
(d) “animal technology” means technologies or biotechnologies in respect of
veterinary medicine, animal breeding, livestock production a nd management,
nutrition of animals, livestock products, feeds and food;
(e) “authority” means any authority of the University as specified in this Act;
(f) “Board” means Board of Management of the University;
(g) “Board of Studies” means academic affairs committee at faculty level;
(h) “Chancellor” means the Chancellor of the University;
(i) “college”, “institution” or “unit” means any college or institution or unit
established or maintained by, or affiliated to, the University providing courses of
study or training or providing for prosecution of research or providing extension

education in veterinary and animal sciences, for admission to the examinations for
degrees, diplomas and other academic distinctions of the University;
(j) “Comptroller” means Com ptroller of the University responsible for finance
management of the University;
(k) “constituent college, institution or unit” means a college, institution or unit
established, managed or maintained by the University and includes the college,
institution or unit specified by or under this Act to be the constituent college,
institution or unit, as the case may be, of the University;
(l) “Dean of Faculty” means Chairperson of the Faculty;
(m) “Dean of Post -graduate Studies” means the Dean appointed to loo k after the
Postgraduate affairs of all faculties of the University;
(n) “Dean of the College” means head of the constituent college and, unless
otherwise specified head of an affiliated college or institution or unit;
(o) “Dean of Student Welfare” means Dean of Student Welfare, Counselling and
Student Placement;
(p) “Director” means Director of Education, Director of Research, Director of
Extension Education, Director of Clinics and other Directors of specific areas,
which the University may create from time to time;
(q) “Extension Education Council” means Extension Education Council of the
University;
(r) “extension education” means the educational activities concerned with the
training of veterinarians, Para-veterinary staff, livestock, poultry and fish farmers
and breeders, animal owners and other groups concerned with animal health or
welfare or improved animal husbandry practices and various phases of scientific
technology related to animal production and marketing and includes
demonstration to carry the new technology and innovation to livestock farms and
farm homes;
(s) “Faculty” means Faculty of the University;
(t) “fishery” means the art and science of understanding the biology, commercial
exploitation and conservation of aquatic life as well a s its surroundings including
the constituents of the surroundings;
(u) “Government” means the State Government of Rajasthan;
(v) “Governor” means the Governor of Rajasthan;
(w) “hostel” means a place of residence for students of the University maintaine d or
recognized by the University;
(x) “officer of the University” means the officer of the University as specified in
section 23 or declared as such in the Statutes;
(y) “Ordinances” means the Ordinances made under this Act;

(z) “prescribed” means prescr ibed by the Statutes, Ordinances or Regulations made
under this Act;
(za) “Pro-Vice-Chancellor” means the Pro-Vice-Chancellor of the University;
(zb) “Registrar” means the Registrar of the University;
(zc) "Regulations" means Regulations made under this Act;
(zd) “Research Council” means the Research Council of the University;
(ze) “Schedule” means the Schedule of this Act;
(zf) “Statutes” means the Statutes made under this Act;
(zg) “student” means the person admitted and enrolled in a constituent or aff iliated
college or institution or unit of the University for taking a course of study for a
degree or other academic programme duly instituted;
(zh) “teacher” means a person, known by any rank, appointed or recognized by the
University or affiliated colleg e or institution or unit for the purpose of imparting
instruction or conducting and guiding research or extension education
programmes and includes any other person declared by the Statutes to be a
teacher;
(zi) “University” means the Rajasthan University of Veterinary and Animal Sciences
established under this Act;
(zj) “University teacher” means a person not below the rank of Assistant Professor
appointed or recognized by the University for the purpose of imparting instruction
or conducting or guiding r esearch or extension education programmes, and
includes any other person declared by the Statutes to be a University teacher;
(zk) “veterinary and animal sciences” includes all the disciplines of veterinary, animal
sciences and animal husbandry including poultry and its allied sciences, e.g.,
fisheries sciences, sciences of animal kingdom, faunal, wild animals, silkworm,
bees etc., including their Natural Resource Management, Production and
Protection, Dairy Science and Livestock Food Technology, Agricultu re
Engineering and Technology pertaining to animal component, Animal Business
Management, Basic Sciences and Humanities in relation to veterinary and animal
sciences, and any other subject deemed to be related to veterinary and animal
sciences;
(zl) ”Veterinary Council of India” means the Veterinary Council of India constituted
under the Indian Veterinary Council Act,1984 (Central Act No. 52 of 1984); and
(zm) “Vice-Chancellor” means the Vice-Chancellor of the University.
CHAPTER II
The University

3. Establishment and incorporation of the University. - (1) There shall be established
in the State of Rajasthan, a University by the name of the Rajasthan University of Veterinary and
Animal Sciences.
(2) The University shall consist of a Chancellor, a Vice -Chancellor, a Pro -Vice-
Chancellor, a Board of Management, an Academic Council, the Research Council, an Extension
Education Council and other authorities and officers as specified in this Act or the Statutes.
(3) The University shall be a body corporate having perpetual succession and a common
seal and shall sue and be sued by its corporate name.
(4) The University shall be competent to acquire and hold property, both movable and
immovable, to lease, sell or otherwise transfer any movable or immovable property which may
have become vested in or have been acquired by it for the purpose of the University, and to
borrow money from the Central Government, State Government or any other sources approved
by the Central or the State Government and it may enter into a contract and do all other things
necessary for the purposes of this Act.
(5) In all suits and other legal proceedings by or against the University, the pleadings
shall be signed and verified by the Registrar and all processes in such suits and proc eedings shall
be issued to and served on the Registrar.
(6) The Headquarters of the University shall be at Bikaner.
4. Jurisdiction.- (1) The territorial jurisdiction of the University shall, for the purpose of
teaching, research and extension in the f ield of veterinary and animal sciences, be the whole of
the State of Rajasthan.
(2) All colleges , research stations, extension centres and other institutions or units
functioning under the direct control or supervision of the University, be the constituent u nits of
the University under its complete management and control.
(3) The University may collaborate or enter into memorandum of understanding for the
purpose of furthering education, research and extension in the field of veterinary and animal
sciences w ith any governmental or non -governmental agency, society, trust, body within or
outside the country, and may provide and receive funds for this purpose.
5. Objectives of the University. -The following shall be the objectives of the University,
namely:-
(i) making provision for imparting education towards development of quality human
resource, in different branches of study in veterinary and animal sciences;

(ii) furthering the advancement of learning and conducting of research;
(iii) undertaking extension education;
(iv) promoting partnership and linkages with national and international educational
institutions;
(v) liaising and establishing vital linkages with the concerned line departments working
in the fields of animal husbandry, fisheries and dairy development, animal technology
in the State, by whatever name called, governed by the Government of Rajasthan as
well as the Union Government;
(vi) liaising with National and International Research Institutes, specialized in the field of
veterinary, animal, dairy and fishery sciences and animal technology with a view to
keep abreast of the latest technology; and
(vii) such other objectives as the University may from time to time determine.
6. Admission to the University. -(1) The University shall, sub ject to the provisions of
this Act, Statutes, Ordinances and Regulations, be open to all persons.
(2) Nothing contained in sub-section (1) shall require the University-
(a) to admit to any course of study any person who does not possess the prescribed
academic qualification or standard; or
(b) to retain on the rolls of the University any student whose academic record is
below the minimum standard required for the award of a degree, diploma or other
academic distinction; or
(c) to admit any person or retain any stud ent whose conduct is prejudicial to the
interests or discipline of the University or the rights and privileges of other
students and employees; or
(d) to admit to any course of study students larger in number than those prescribed.
(3) Subject to the provisi ons of sub-section (2), reservation of seats in admission for the
students belonging to the Scheduled Castes, Scheduled Tribes and Backward Classes and women
students shall be made in accordance with the provisions of any law for the time being in force or
in accordance with the policy of the State Government.
7. Powers and functions of the University. -The University shall have the following
powers and functions, namely:-
(a) to provide for instructions, training and research in veterinary and animal scie nces
including on self-finance mode;
(b) to provide for dissemination of the findings of research and technical information
through extension education programmes;
(c) to institute degrees, diplomas and other academic distinctions in veterinary and

animal sciences;
(d) to institute courses of study and hold examinations for and confer degrees, diplomas
and other academic distinctions on persons who have pursued and qualified for a
prescribed course of study or research or both in the University including part
courses o r research or both carried out in any other University or recognized
institutions for the purpose;
(e) to confer honorary degrees or other distinctions as may be prescribed by statutes;
(f) to provide lectures, training and instructions for field workers, lives tock farmers and
other persons not enrolled as regular students of the University;
(g) to collaborate in academic, research and extension education programmes with other
universities, institutes of Indian Council of Agricultural Research and public or
private research and development organizations or institutions;
(h) to establish, run and maintain colleges, research stations, Krishi Vigyan Kendra and
any other institutions relating to veterinary and animal sciences;
(i) to affiliate colleges, institutions or units to the University under conditions prescribed
and to withdraw affiliation from colleges, institutions or units;
(j) to establish and maintain laboratories, libraries, research stations and institutions and
museums for teaching, research and extension education;
(k) to institute teaching, research and extension education posts and to appoint persons to
such posts;
(l) to create administrative and other posts and to appoint persons to such posts;
(m) to institute and award fellowships, scholarships, studentships, bursaries, e xhibitions,
medals and prizes in accordance with the Statutes;
(n) to establish and maintain hostels, to recognize hostels not maintained by the
University and to withdraw recognition therefrom;
(o) to establish and maintain residential accommodation for the empl oyees of the
University;
(p) to fix, demand and receive such fees and other charges as may be prescribed;
(q) to supervise and control residence, conduct and discipline of the students of the
University and to make arrangements for promoting their health and welfare; and
(r) to do all such acts and things, whether incidental to the powers and functions
aforesaid or not, as may be necessary or desirable to further the objects of the
University.
8. The Chancellor.- (1) The Governor of the State of Rajasthan shall, by virtue of his or
her office, be the Chancellor of the University.
(2) The Chancellor shall be the Head of the University and shall, when present, preside at
any convocation of the University and confer degrees, diplomas or other academic distinctions
upon persons entitled to receive them.

(3) The Chancellor may of his or her own motion or on application call for and examine
the record of any officer or authority of the University in respect of any proceeding to satisfy
himself or herself as to the regularity of such proceeding or the correctness, legality or propriety
of any decision taken or order made therein; and if in any case, it appears to the Chancellor that
any such decision or order should be modified, annulled, reversed or remitted for
reconsideration, he or she may pass orders accordingly:
Provided that every application to the Chancellor for the exercise of the powers under
this section shall be preferred within three months from the date on which the proceeding,
decision or order to which the application relates was communicated to the applicant:
Provided further that no order prejudicial to any person shall be passed unless such
person has been given an opportunity of making his or her representation.
(4) The Chancellor shall ex ercise such other powers and perform such other functions as
may be conferred on or assigned to him or her by or under this Act.
9. Visitation.-(1) The Chancellor shall have the right to cause an inspection, to be made
by such person or persons as he or she may direct -
(a) of the University, its buildings, laboratories, libraries, museums, workshops and
equipments; or
(b) of any college, institution or hostel maintained by the University; or
(c) of the teaching and other work conducted or done by the University; or
(d) of the conduct of any examination held by the University.
(2) The Chancellor shall also have the right to cause an inquiry to be made by such
person or persons as he or she may direct in respect of any matter connected with the
administration or finance of the University.
(3) The Chancellor shall, in every case, give notice to the University of his or her
intention to cause an inspection or inquiry to be made and the University shall be entitled to be
represented at such inspection or inquiry.
(4) The Chancellor shall communicate to the University his or her views with reference to
the result of such inspection or inquiry and may, after ascertaining the opinion of the University
thereon, advise the University upon the action to be taken and fix a time limit for taking such
action.
(5) The University shall, within the time limit so fixed, report to the Chancellor the action
taken or proposed to be taken on the advice tendered by the Chancellor.
(6) If the University does not ta ke action within the time limit fixed or if the action taken
by the University is in the opinion of the Chancellor not satisfactory, the Chancellor may, after
considering any explanation offered or representation made by the University, issue such
direction as he or she may deem fit and the University shall comply with such direction.

(7) If the University does not comply with such direction within such time as may be
fixed in that behalf by the Chancellor, the Chancellor shall have power to appoint any p erson or
body to implement such direction and make such order as may be necessary for the expenses
thereof.
(8) The Veterinary Council of India, University Grants Commission, All India Council of
Technical Education and other such councils or bodies incl uding such bodies like Indian Council
of Agricultural Research, Indian Council of Medical Research etc. shall have the right to cause
an inspection, to be made by such person or persons as they may direct, of the University, its
buildings, laboratories and equipments, and of any constituent or affiliated units of the
University and may cause an inquiry to be made in the like manner of any matter connected with
the University. The University shall furnish such information relating to the administration of the
University, as they may require.
(9) The Vice -Chancellor shall have the right to cause an inspection to be made by such
person or persons as he or she may direct, of the affiliated colleges or institutions or units, its
buildings, laboratories and equipments and of any constituent or affiliated units of the University
and may cause an inquiry to be made in the like manner of any matter connected with the
University.
CHAPTER III
Authorities of the University
10. Authorities of the University .-The following shall be the authorities of the
University, namely:-
(i) the Board of Management;
(ii) the Academic Council;
(iii) the Faculties;
(iv) the Board of Studies;
(v) the Research Council;
(vi) the Extension Education Council;
(vii) the Planning Board;
(viii) the Finance Committee; and
(ix) such other authorities as may be declared by the Statutes to be the authorities of
the University.
11. The Board of Management. - (1) The Chancellor shall, as soon as may be after the
first Vice-Chancellor is appointed, constitute the Board of Management.

(2) The Board shall consist of the following members, namely: -
Class-I: Ex-officio Members
(a) the Vice-Chancellor-Chair person;

(b) the Secretary to the Government in-charge of the Animal Husbandry, Dairy and
Fisheries Department;
(c) the Secretary to the Government in-charge of the Finance Department;
(d) the Managing Director of Rajasthan Co-operative Dairy Federation
(e) the Director of Animal Husbandry;
(f) the Director of Fisheries;
(g) the Registrar;
Class-II: Other Members
(h) two scientist, (not below the rank of Professor) having special knowledge or
practical experience in research, teaching and extension education in the field of
veterinary and animal sciences, nominated by the Chancellor;
(i) one livestock farmer nominated by the Government;
(j) one representative of the industries connected with animal husbandry, Dairy or
fisheries nominated by the Government;
(k) one woman social worker nominated by the Government;
(l) one nominee of the Veterinary Council of India;
(m) one eminent educationist from outside the University from the field of veterinary
and animal sciences to be nominated by the Vice-Chancellor;
(n) one University officer to be nominated by the Vice-Chancellor;
(o) one Professor to be nominated by the Vice-Chancellor; and
(p) one member of the Rajasthan Legislative Assembly nominated by the
Government.
Explanation.-For the purpose of this sub -section, exp ression "Secretary to the
Government in-charge" means the Secretary to the Government in -charge of a department and
includes an Additional Chief Secretary and a Principal Secretary when he or she is in -charge of a
department.
(3) In case the member specif ied in clause (b) of sub -section (2) is unable to attend the
meetings of the Board, for any reason, he or she may depute any officer of his or her department
not below the rank of Deputy Secretary to the Government to represent him or her.
(4) In case th e member specified in clause (c) of sub -section (2) is unable to attend the
meetings of the Board, for any reason, he or she may depute the Divisional Commissioner,
Bikaner to represent him or her.
(5) The term of office of the members of the Board, other than the ex-officio members,
shall be three years.
(6) The members of the Board shall not be entitled to receive any remuneration from the
University except such daily and travelling allowances as may be prescribed:

Provided that nothing contained in th is sub -section shall preclude any member from
drawing his or her normal emoluments to which he or she is entitled by virtue of other office he
or she holds.
12. Powers of the Board. - (1) Subject to the provisions of this Act and the Statutes, the
Board shall be the Chief Executive Body of the University and shall manage and supervise the
properties and activities of the University and shall be responsible for the conduct of all
administrative affairs of the University not otherwise provided for in this Act.
(2) Without prejudice to the generality of the foregoing power, the Board shall have the
following powers, namely:-
(a) to make, amend or repeal the Statutes, Ordinances and Regulations;
(b) to consider and review the financial requir ements of the University and approve
the annual financial estimates of the University;
(c) to provide for the administration of any funds placed at the disposal of the
University;
(d) to arrange for the investment and withdrawal of funds of the University;
(e) to borrow money for the purposes of the University, with the approval of the
Government, on the security of the property of the University and to make
suitable arrangements for its re-payment;
(f) to hold, control and administer the properties of the University;
(g) to determine the form, provide for the custody, and regulate the use, of the
common seal of the University;
(h) to appoint such committees, either standing or temporary, as it may consider
necessary, and specify the terms of refere nce thereof subject to the provisions of
this Act;
(i) to determine and regulate all questions of policy relating to the University in
accordance with the provisions of this Act;
(j) to make financial provision for the instruction, teaching, research, ad vancement
and dissemination of knowledge in such branches of learning and courses of study
as may be determined by the Academic Council;
(k) to provide for the establishment and maintenance of colleges, hostels,
laboratories, experimental and institutiona l livestock farms and other facilities
necessary for carrying out the purposes of this Act;
(l) to provide for the institution and conferment of degrees, diplomas and other
academic distinctions;
(m) to provide for the institution, maintenance and award of scholarships, fellowships,
studentships, bursaries, exhibitions, medals and prizes;
(n) to accept, on behalf of the University, trust, bequest, donation and transfer of any

movable or immovable property made to it;
(o) to enter into contract or memorandum of understanding on behalf of the University;
(p) to create teaching, research and extension education posts; and
(q) to exercise such other powers, not inconsistent with the provisions of this Act or
the Statutes, as may be necessary, for carrying out the purposes of this Act.
13. Meetings of the Board. - (1) The Board shall meet at such times and places and
shall, subject to the provisions of sub -sections (2) and (3), observe such rules of procedure in
regard to transaction of business at its meeting s including the quorum at meetings as may be
prescribed:
Provided that the Board shall meet at least once in every three months.
(2) The Vice -Chancellor or in his or her absence any member chosen by the members
present shall preside at a meeting of the Board.
(3) All questions at any meeting of the Board shall be decided by a majority of the
votes of the members present and voting and in the case of an equality of votes the Vice -
Chancellor or the member presiding, as the case may be, shall have and exercise a second or
casting vote.
(4)(a) The Board may, for purposes of consultation, invite any person having special
knowledge or practical experience in any subject under consideration to attend any meeting.
Such person may speak, and otherwise tak e part in the proceedings of such meeting but shall not
be entitled to vote.
(b) The person so invited shall be entitled to such daily and travelling allowances as
admissible to any member of the Board.
14. The Academic Council. -The Academic Council shall be the academic authority of
the University and shall, subject to the provisions of this Act and the Statutes, have the control
and general regulation of teaching and examination in the University and shall be responsible for
the maintenance of the standards thereof.
15. Constitution of Academic Council. -(1) The Academic Council shall consist of the
following members, namely:-
Class-I: Ex-officio Members
(a) the Vice-Chancellor;
(b) the Secretary to the Government in -charge of the Animal Husban dry, Dairy
and Fisheries Department;
(c) the Managing Director of Rajasthan Co-operative Dairy Federation;
(d) the Director of Animal Husbandry;
(e) the Director of Fisheries;

(f) the Dean of each college;
(g) the Dean of each Faculty;
(h) the Director of Research;
(i) the Director of Clinics;
(j) the Director of Extension Education;
(k) other Directors as specified in Statutes;
(l) the Registrar;
Class-II: Other Members
(l) ten members from amongst the heads of departments to be nominated by the
Vice-Chancellor on rotational basis; and
(m) three persons having special knowledge or practical experience in different
aspects of veterinary and animal sciences to be nominated by the Vice -
Chancellor.
Explanation.-For the purpose of this sub -section, expression "Secretary to the
Government in-charge" means the Secretary to the Government in -charge of a department and
includes an Additional Chief Secretary and a Principal Secretary when he or she is in charge of a
department.
(2) The term of office of the members of the Academic council, other than the ex-officio
members, shall be three years.
(3) The members of the Academic Council shall not be entitled to receive any
remuneration from the University except such daily and travelling allowances as may be
prescribed:
Provided that nothing contained in this sub -section shall preclude any member from
drawing his or her normal emoluments to which he or she is entitled by virtue of other office he
or she holds.
16. Powers and functions of Academic Council.-The following shall be the powers
and functions of the Academic Council, namely:-
(a) to exercise general control on teaching and other educational programmes and
maintain and promote the standards thereof;
(b) to make, amend or repeal regulations;
(c) to propose draft to the Board for making, amending or repealing Ordinances;
(d) to advise the Board on all academic matters including the control and management
of libraries;
(e) to make recommendation to the Board for the institution of Professorship, Associate
Professorship, Assistant Professorship and other teaching, research and extension
education posts and in regard to the duties thereof;
(f) to formulate, modify or revise schemes for the constitution or reconstitution of

departments of teaching, research and extension education;
(g) to make recommendation to the Board regarding post-graduate teaching, research and
extension education;
(h) to make recommendation to the Board regarding the qualifications to be prescribed
for teaching, research and extension education posts in the University;
(i) to make recommendation to the Board for the conferment of honorary degrees or
other distinctions; and
(j) to exercise such other powers and perform such other functions as may be prescribed
by the Statutes.
17. The Faculties. -(1) The University shall include Faculties of veterinary and animal
sciences, Basic Science and such other Faculties as may be prescribed by the Statutes.
(2) Each Faculty shall comprise such departments of teac hing with such assignment of
subjects of study as may be prescribed and each department shall have a Head of Department
who shall be responsible to the Dean for the proper organization and working of that department.
(3) The constitution and fun ctions of the Faculties shall, in all other respects, be such as
may be prescribed.
18. The Board of studies.- (1) Each faculty shall have Board of Studies consisting of the
following members:-
(i) the Dean of Faculty-Chairperson;
(ii) the Deans of the constituent and affiliated colleges of the Faculty;
(iii) four Principals of affiliated Animal Husbandry Diploma Institutions;
(iv) all Heads of the Departments -cum-Chairperson of Committees of Courses
alongwith conveners of the Committees of Courses of the concerned Faculty;
(v) one senior Faculty member from each Department nominated by the Dean of
Faculty; and
(vi) two external experts nominated by the Dean of Faculty and approved by the
Academic Council for a term of two years.
(2) The senior most Head of the Department shall be the Member- Secretary of the Board
of Studies.
(3) The functions of the Board of Studies shall be as follows:-
(i) to review teaching programmes and suggest improvement thereof;
(ii) to consider the recommendations of the Committee of Courses and Curricula or
similar body of department or faculty;
(iii) to submit proceedings of the meetings of the Board of Studies to the Academic
Council for approval; and

(iv) to perform such other functions as may be assigned to it by the Academic Council
or Vice-Chancellor.
19. The Research Council. – (1) There shall be a Research Council consisting of the
following members, namely:-
(i) the Vice-Chancellor – Chairperson;
(ii) the Managing Director of Rajasthan Co-operative Dairy Federation;
(iii) the Director of Animal Husbandry;
(iv) the Director of Fisheries;
(v) the Director of Extension Education;
(vi) all Deans of the constituent colleges;
(vii) all Directors of the University;
(viii) all Heads of Departments;
(ix) all In-charges, by whatever name called, of Livestock Research Stations;
(x) all Principal Investigators, by whatever name called, of research schemes and
projects; and
(xi) the Research Council may co -opt as members not more than four persons
including two progressive livestock and fisheries farmer for such period and
in such manner as may be prescribed so as to secure adequate representation of
different sectors of veterinary and animal sciences and allied fields.
(2) The Director of Research shall be the ex-officio Member-Secretary of the Research
Council.
(3) The Research Council shall consider and make recommendations in respect of-
(i) research programmes and projects undertaken or to be undertaken by the various
University scientists in the field of veterinary and animal sciences and their
monitoring and evaluation;
(ii) physical, fiscal and administrative facilities required for implementing research
projects;
(iii) orienting research to meet farmers and other stake holder’s needs;
(iv) fostering and coordinating Public-Private Partnership in research; and
(v) any other matter pertaining to research programmes which may be referred to by
the Vice-Chancellor or the Board or any other authority of the University.
20. The Extension Educatio n Council. – (1) There shall be an Extension Education
Council consisting of the following members, namely:-
(i) the Vice-Chancellor - Chairperson;
(ii) the Managing Director of Rajasthan Co-operative Dairy Federation;
(iii) the Director of Animal Husbandry;
(iv) the Director of Fisheries;

(v) all Deans of the constituent colleges;
(vi) all Directors of the University;
(vii) all Heads of Departments;
(viii) all In-charges, by whatever name called, of Livestock Research Stations;
(ix) all In -charges, by whatever name called, of Krishi Vigyan Kendra and Pashu
Vigyan Kendra, by whatever name called, of extension centres, schemes and
projects;
(x) two eminent persons in the field of Extension Education from outside nominated
by the Vice-Chancellor;
(xi) two progressive livestock or fisheries farmers to be nominated by the Vice -
Chancellor; and
(xii) the Vice-Chancellor may co-opt up to two members from related organizations.
(2) The Director of Extension Education shall be the ex-officio Member-Secretary of the
Extension Education Council.
(3) The Extension Education Council shall consider and make recommendations in respect
of-
(i) the Extension Education Programmes and projects of the University;
(ii) co-ordination of Extension Education activities;
(iii) development of farmers' Education and training and advisory services;
(iv) evaluation of the functioning of Krishi Vigyan Kendra or Field Trial Centre
or such extension centres, by whatever name called; and
(v) any other matt er referred to it by the Vice -Chancellor, Board or any other
authority of the University.
21. The Planning Board. - (1) There shall be constituted a Planning Board of the
University which shall advise generally on the planning and development of the Unive rsity and
keep under review the standard of education and research in the University.
(2) The Planning Board shall consist of the following members, namely:-
(i) the Vice-Chancellor, who shall be the ex-officio Chairperson of the Planning Board;
and
(ii) not more than eight persons of high academic standing nominated by the Vice -
Chancellor.
(3) The term of office of the nominated members of the Planning Board shall be three
years.
(4) The Planning Board shall, in addition to all other powers vested in it by this Act, have
the right to advise the Board of Management, Academic Council, Research Council and
Extension Education Council on any academic, research and extension matter.
22. The Finance Committee. -(1) There shall be a Finance Committee co nsisting of the

following, namely:-
(a) the Vice-Chancellor;
(b) the Secretary to the Government in -charge of the Animal Husbandry, Dairy and
Fisheries Department;
(c) the Secretary to the Government in-charge of the Finance Department;
(d) one member chosen by the Board from amongst its non-official members; and
(e) the Comptroller.
Explanation.-For the purpose of this sub -section, expression "Secretary to the
Government in-charge" means the Secretary to the Government in -charge of a department and
includes an Additional Chief Secretary and a Principal Secretary when he or she is incharge of a
department.
(2) In case the member specified in clause (b) of sub -section (1) is unable to attend the
meetings of the Finance Committee, for any reason, he or s he may depute any officer of his or
her department not below the rank of Deputy Secretary to Government to represent him or her.
(3) In case the member specified in clause (c) of sub -section (1) is unable to attend the
meetings of the Finance Committee, f or any reason, he or she may depute the Divisional
Commissioner, Bikaner to represent him or her.
(4) The Finance Committee shall-
(a) examine the annual accounts and the annual financial estimates of the
University and advise the Board thereon;
(b) review the financial position of the University from time to time;
(c) make recommendation to the Board on every proposal involving expenditure
for which no provision has been made in the annual financial estimates or
which involves expenditure in excess of the amount provided for in the annual
financial estimates;
(d) make recommendation to the Board on all matters relating to the finances of the
University; and
(e) perform such other functions as may be prescribed by the Statutes.
CHAPTER IV
Officers of the University
23. Officers of the University. -The University shall consist of the following officers,
namely:-
(i) the Vice-Chancellor;
(ii) the Pro-Vice-Chancellor;

(iii) the Registrar;
(iv) the Comptroller;
(v) the Deans;
(vi) the Director of Research;
(vii) the Director of Clinics;
(viii) the Director of Extension Education; and
(ix) such other directors as may be declared by the Statutes to be officers of the
University.
24. The Vice -Chancellor.-(1) There shall be a Vice -Chancellor of the University who
shall be appointed by the Ch ancellor on the advise of the State Government from a panel of
eminent educationists in veterinary and animal sciences recommended by the Search Committee
referred to in sub -section (2) and such panel shall not contain the name of any member of the
said Committee.
(2) For the purpose of sub -section (1), the Search Committee shall consist of four
persons of whom one shall be nominated by the Chancellor, one shall be nominated by the
Board, one shall be nominated by the Veterinary Council of India and on e shall be nominated by
the Government:
Provided that one of these members shall be nominated by the Chancellor to act as
convener and all the members of the Search Committee must have basic veterinary qualification
as provided in the Indian Veterinary Council Act, 1984 (Central Act No. 52 of 1984):
Provided further that the persons so nominated shall not be a member of any of the
authorities of the University.
(3) A person who has attained academic excellence and demonstrated leadership qual ities
in veterinary and animal sciences education and has the following minimum qualifications shall
be eligible for the post of Vice-Chancellor:-
(a) a recognized veterinary qualification as defined in the Indian Veterinary
Council Act, 1984 (Central Act No. 52 of 1984);
(b) minimum six years of experience on the post of Professor or equivalent in any
teaching or research or extension system of veterinary and animal sciences of
any University or research centre etc. of the Country, out of which at least three
years of experience should be as Chairperson or Dean of faculty of any
University or Dean or Principal of any college in the Country.
(4) The Vice-Chancellor shall hold office for a period of three years and shall be eligible
to be appointed for a s econd term but thereafter he or she shall not be eligible to hold office of
the Vice-Chancellor:
Provided that-

(a) the Chancellor may, by order, direct that a Vice -Chancellor, whose term of office
has expired, shall continue in office for such period , not exceeding a total period of
one year, as may be specified in the order; and
(b) the Vice -Chancellor may, by writing under his or her hand addressed to the
Chancellor and after giving one month notice, resign his or her office:
Provided further th at a person appointed as Vice -Chancellor shall retire from his or her
office if, during the term of his or her office or any extension thereof, he or she completes the
age of sixty five years.
(5) The Vice -Chancellor shall not be removed from his or her o ffice except by order of
the Chancellor passed on the ground of misbehaviour or incapacity or if it appears to the
Chancellor that the continuance of the Vice -Chancellor in office is detrimental to the interests of
the University, after due inquiry by such person who is or has been a Judge of High Court to be
nominated by the Chancellor in which the Vice -Chancellor, shall have an opportunity of making
his or her representation.
(6) Where a permanent vacancy in the office of the Vice - Chancellor occurs by reason of
his or her death, resignation, removal or expiry of the term or on any other ground, it shall be
filled by the Chancellor in the manner specified in sub -section (1) and for so long as it is not so
filled, stop-gap arrangement may be made by the Chancellor under and in accordance with
sub-section (7).
(7) In the case of a temporary vacancy in the office of the Vice -Chancellor by reason of
illness, absence, suspension or otherwise, or when a stop -gap arrangement is necessary under
sub-section (6), the Chancellor may, on advice of the Government, make such arrangements for
carrying on the functions of the Vice-Chancellor as he or she deems fit.
(8) The Vice -Chancellor shall be a whole -time officer of the University and his or her
emolument and other terms and conditions of service shall be as follows:-
(i) the Vice -Chancellor shall be entitled to such salary as may be prescribed by
Statutes;
(ii) the Vice-Chancellor shall be entitled to free furnished official residence; and
(iii) the Vice -Chancellor shall be entitled to such terminal benefits and allowances as
are sanctioned or granted from time to time by the Board with the approval of the
Chancellor or prescribed by Statutes.
(9) The official residence of the Vice -Chancellor shall be maintained from the funds of
the University.

(10) Where a person appointed as the Vice -Chancellor was in employment before such
appointment in any other college, institution or University, he or she may continue to contribute
to the provident fund of which he or she was a member in such employment and the University
shall contribute to the account of such person in that provident fund.
(11) Where the Vice -Chancellor had been in his or her previous employment, a member
of any insurance or pens ion scheme, the University shall make necessary contribution to such
scheme.
(12) The Vice-Chancellor shall be entitled to travelling and daily allowance at such rates
as may be fixed by the Board.
(13) The Vice-Chancellor shall be entitled to leave as under:-
(a) leave on full pay at the rate of one day for every eleven days of active service; and
(b) leave on half pay at the rate of twenty days for each completed year of service:
Provided that leave on half pay may be commuted as leave on full pay on
production of medical certificate.
(14) Notwithstanding anything contained in sub -section (1), the first Vice -Chancellor
shall be appointed by the Chancellor on the recommendation of the Government and the
provisions of sub-sections (3) to (13) shall apply to the appointment made under this sub-section.
25. Powers and duties of Vice -Chancellor.- (1) The Vice -Chancellor shall be the
principal academic and executive officer of the University and shall in the absence of the
Chancellor, preside at convocat ion of the University and confer degrees, diplomas or other
academic distinctions upon persons entitled to receive them. He or she shall be a member ex-
