RESOLUTION  
 
Bhubaneswar Dated the 27th November 2017 
Sub:- Establishment of Handlooms and Handicrafts Development & Promotion Council.  
It is felt expedient to provide for the establishment of a Council giving it power for 
social, economic, educational and cultural  advancement and livelihood development of 
both traditional and new gen eration of Handloom weavers and Handicraft artisans of 
Odisha.  
 In pursuance of this objective, Government have decided to set up the 
“Handlooms and Handicrafts Development and Promoti on Council ” in the State. The 
Council shall work for sustainable upliftment and inclusive growth of weavers and 
artisans of the State synergizing with existing Government Organisations in Handloom 
and Handicraft Sector. The board activities of the Council will be as under;  
(i) Assess the impact of various schemes and programmes being implemented 
for weavers and artisans and advise the Government for framing policies 
for the Handlooms & Handicrafts Sectors.  
(ii) Suggest long-term as well as short -term measures for development of the 
weavers and artisans by optimal utilisation of available resources and 
leveraging other public and private resources.  
(iii)  Improving the livelihood of the families of weavers & artisans of the State. 
(iv) Undertake promotional activities such as IEC campaigns, exhibitions, fairs, 
conferences etc. to facilitate sale of Handloom & Handicraft items on a 
large scale and improving the market linkages with special focus on 
exports. 
(v) Advise the Government on undertaking skill mapping, up -gradation of 
skills and training of weavers & artisans with special emphasis on 
promotion of traditional art & craft. 
(vi) Provide guidance to the Government for conducting periodical socio -
economic census and maintenance of database of weavers & artisans of the 
State. 
(vii) Coordinate with different Departments and Organizations for achieving 
convergence of schemes and programmes for the welfare of weavers and 
artisans. 
 
 
 
 
The Council may, for the purpose of achieving the above objectives, make 
necessary recommendations to Government, from time to time.

Gazette. Ordered also that copies of the Resolution be forwarded to all Departments of 
Government/all Heads of Departments/Accountant General (A&E), Odisha,
