Incialleintefort of the UidversIty:-(1) With effect from such dete as the Government may, by 
nothIcatkin In the official Gazette, appoint; there shall be esteblished a University by the name 
Of the Neff Sub as Urittieratty of Technology, comprising of the Chancellor, the Vice 
Chancellor, the ProAnct Chancellors, the first members of the Court the Board of Management, 
the Senate and the Finance Committee of the University and all such persons as may hereafter 
be appointed to such office or as members so long as they continue to hold •such office or 
membership. 
it) 	 The University shall be a body corponfte with the n rn *Maki having perpeteal succession 
and a common seal With power, subject to the provisions of this Act, to acquire, hold and 
dispose of property and to contract and may, by the said name, sue or be sued: 
Provided that the land acquired and building constructed with the assistance of the 
Government shall not be illseestiO without the prior approval of the Government. 
(3) 	 The University shall be a Centre for excellence engaged In teething end 'research in emerging 
areas of higher education with'focus on but not restricted to Engineering, Tethoology, Sciences, 
Humanities and Social Sciences and Management and shall promote inter-disciplinary education 
and research to achieve excellence In these and committed fields; 
Effect of Incorporation of the University:,  bn and from the commencement of this Act the

• 
(a) any reference to the Netep Subhas institute of Techredogy in any law (ether than this Act) or in 
any contract or other instrument shall be deemed as a reference to the university;

Engineering, Technology, Science. Humanities, Social Sciences and Management; 
(I) 	 to do all such thirsts is are ittsidental, necessary or conducive to the attainment of all or any of 
the objects of the University; 
Powers and functions of the University- The University shall have the following powers and 
perform the following functions, namely:-

(II) 	 to hold examination end to grant, subject to such conditions as the University may determine,

(iil) 	 to confer Minatory degrees or other distinctions;

Urtherslei end to make appointments thereto In accordance with the Statutes of the University; 
(vi) to frame the recruitment rules in respect of the posts mentioned In (v) above as per the 
guidelines of University Grants Commission and All India Council for Technical Education and 
Coyernment as prescribed;

aUdams and scholars; • 
(xvig) to presulbe, regulate and enforce the discipline and conduct of students of the University snd to 
make arrangements for promoting their health, welfare and cultural and corporate life; 
(xda) to regulate the worts and conduct or employees of the 
measures In this regard as may deem necessary.

such chairs, inetitetims, buildings and the like as the Univetsity may determine, whose 
gift or donation to the University leworth such amount as the tinererstly May decide; 
(mile) to acquire by gift, purchase, exchange, lease, hire or Otherwise howsoever snit thovable or 
immovable property whieh may be necessary or convenient for the purpose of the University 
and to build, construct, improve, alter, demolish, repair and maintain such buildings, works and 
cornstrutttlorbbs as may be necessary for carrying out the objects of the 
(xxv) to borrow money, with the approval of the Government, for the puriede of th;tinhersity: 
(mid to assess the needs in terms of subjects, ileitis of specialisation, levels of education and training of 
tacfmfcai and other manpower, both on short and long term basis, and to initiate necessity 
programmesto meet those needs;

University open tote classes, Carta and creed- (1) The University shall be open to persons of 
either sex or whatever race, treed, caste or class, to be admitted as student of the University or 
to graduate thereat and ft shall not be lawful for the University to adopt or impose on any 
person any test whatsoever of religious belief or orerfession or political opinion In order to 
entitle them to be admitted as students of the University, In order to entitle them to be 
appointed as a teacher of the University or to hold any office 
(2) 	 Nothing In this section shall be deemed to prevent the University from making any special 
*revision for the appointment or admission of women or of persons belottging to the weaker 
sections of the Society, and in pailkular, of persons belonging to the Scheduled Castes and the 
Seiteduled Tribes: and physically chedenged. However, the provision prevalent In the 
Government of OCT of Delhi instructions wilt be followed: 
Teaching in the University: (I) The teaching In connection with the degree and diploma

RegulationS; 
(2) 	 The courses and curricula end the authorities responsible for organizing the teaching of such

10 	 Visitor of the University— (1) The President of the Republic of India shell be the Visitor of the 
University,

connected with the edministretion and finances of the University; 
(4) The Chancellor may offer such advice to the University as he may deem ftt with reference to the 
result of such inspection or 
(5) The University shall communicate to the Chancellor the action taken or proposed to-be taken on 
such advice; 
(6) the Onstwellor may invite a person or persens of eminence to advise the University in relation 
to affairs of the University es and when he deems it necessary. 
12. 	 Officers 011ie University,- The following shall be the officers of thrithiversity;

(a) 	 the Controller of Expninattam 
(f) the Contrigler °Molex% and 
(g) such other officers as may be delayed by the Statutes to be the officers of the 
University; 
13. 	 Vice-Chancellor of the University — (1) The Vice-Chancellor shall be * scholar*, eminence in ore 
of the areas of engineering, technology, sciences. management and sawed areas related to the 
University and having rich administrative end academic experience In an institution of ?either 
leaner* 
ill 	 The Vice-chancellor will be appointed by the Chancelteref the Unive 
(3)  The Vice-Chancellor shall be the principal academic and executive officer of the 
University and shall be responsible lbr proper administration of the University and for 
imparting instruction and maintenance of discipline therein and give effect to the 
decisions of all the authorities of the University and all other staff of the University shall 
he subordinate to him; 
(4) The Vice-Chanceilor shalt hive the power to delegate some of his powers to any of his 
subordbuitis under Intimation to Board of Management; 
(S) 	 In case the Vice-Chancellor Is on leave, in his absence, Pro-Vice Chancellor as nominated by the 
,vice-thancellor or In hisirtisence, a Dean of the University as nominated by the Vice-Chancellor • 
shall perform the funcdons of Vice-Chancellor; 
(Si 	 In the event"of the Mats of the Vice-Chantegre remaining vacant for any maser*, It shall be 
open to the Chancellor to authorize a senior regular Professor in the service of the University to 
exercise such powers, functions and duties of the vice-Chancellor as the Chancellor may deem 
fit; 
(1) 	 The L Tce.thancellor shah have th.,  power of the Secretary of Governeem for pepcses of runs 
in the account code, the Fundamental and Supplementary Rules and Other Rules of the 
Government in so far as they are applicable or may be made applicable to the conduct of the 
business of the University, subject.to the additional power that may be didegered by the Board 
of Management from time to tne; 
(E) 	 The Vice-Chancellor shall have the power to incur expenditure in accordance with the 
procedures as may be prescribed by the Board of Management, subject to the budget previsions 
made for the specific purpose and for expenditure charged oat works the vice-Chancellor shall 
have the powers of the Chief Engineer and the Superintending Engineer as per CPWD Works 
Manual MI such time these posts are created end filled use 
(el 	 The Vim-Chancellor shall have the power tore-appropriate funds with respect to different items 
constituting the recurring budget up to a prescribed limit as prescribed by the Board of 
Management for each Item provided that such re-appropriation will not Invoive any liability in 
future years, every such reeppmptiation shall, be tompulsosily reported to the Board of 
Management, in the next meeting; 
.(10) The Vim-Chancellor shall have. the power to write off irrecovereble losses lotto prescribed limn . 
of Government Rotes/ norms of Irrecoverable value of stores lost  or rendered 	 due 
to fair wear and tear according to the powers vested in Head of Departinent of Government, as 
per Government Nies/norms,  and subject to .sirch stipulations as may be made by the Board of 
management, from threw time; 
(11) The Vice-Chancellor shad hove the power to employ technicians, workmen and administrative 
and menagement staff reporting to the academic/ens,  paid front contingencies hreville d 
emoluments not exceeding the epproved rates of the Government and the said staff should 
only be engaged against the vacant sanctioned posts; 
(12) The Mellor  shed have the power to send members of the staff for training or for a 
course of instruction or to attend any conference or symposium or workshop•within India or 
abroad and pay the registration fees and sanction expenditure of.the concerned ft 
Provided that his own bevel outside India for any of the above purposes/ official duty would 
have to be sanctioned by the Chancellor before the journey: 
Provided that Vice Chancellor can approve his own bevels within India for thesone purposes 
j The vice-Chancellor shall have the power to sanction remission or reduction of rents for 
buildings rendered wholly or partially unsuitable on, the recommendation of the Animas 
Me) The VIM-Chancellor shall have the power to sanctitin temporary allocation Of any building for 
, any purpose other then that for which it was constructed; but in any .case it inn not be for 
commercial use; 
(15) The Ineetharicidier may, et his discretion, constitute such Committees as he may consider

14, 	 Pro Vice-Chandellors of the University- (1) Every Pro Vice•Chencellor shall be appointed by 
Board of Management (BOM) In such manner, on such emoluments and other conditions of 
service, and shed exercise such powers and perform such functions, as may be Prescribed,  
(2) The Pro Vice-Chancellors shall perform such duties end exercise such functions and powers as 
the Vice-Chanced& may specify generally or to individual cams and shall assist the Vice-
ChanteHor on academic end administrative matters; 
(3) The term of the Pro Vicethemegonshall be co-terminus with the term of Vice-Chancellor, 
15. The Dams- Every Dean shell be appointed by the Vice-Chancellor In such mariner, and shall

16. This Registrar- (1) The Registrar shall be appointed Board of Management (BOM) in such 
manner, on such emoluments lend other conditions of service, and shalt exercise such powers 
and perform such functions, as Maybe prescribed. 
The Registrar empowered by the Board of Management shall have the power to enter into and 
sip agreernerits and West documents and authenticate records on behalf of the University; 
(3) 	 The Registrar shall act as the custodian of records. 
17, 	 Controller of Eneralnations ,  The Controller of Examinations shall be appointed by the Board of 
Management In such manner, on such emoluments and other conditions of service, and *ail 
eitercIse such powers and perform Such functions as may be prescribed; 
The Controller of finance -The Controller of finance shall be appointed Hoard of Management 
(BOM) In such manner, on such emoluments and other conditions of service and shall exercise 
such powers and perform Such Outlines may be prescribed. 
Other officers -The manner of appointment, powers and dirties of the other officers of the 
University Shelf be such as may be prescribed. 
20. 	 Authorities of the University -The following shell be the eothorities of the University,. namely:-

21 	 The court - (1) The Court shalt be the supreme authority of the University end AO consist of

social sciences and mamgement, nominated by the Government;

Powers, functions and meetings of the Court- (I) Subject to the provisidni of this Act, the Court 
shall review, from time In time, the broad policies and programmes of the University and 
suggest measures for Improvement and development of the University, the Court shall have the 
following other powers and functions namely:- 
(a) to consider the broad policies or any proposed modification thereof by the goerd of 
(1)1 to advice the Chancellor in respect of any matter witch may be refer-ed to it for advice,

24. Powers, functions end mans of the Board of Management-(1) The Baird shall have the

and for the purpose, constitute committees and delegate the powers to such

securities as it may, Bern time to time, think fit, on the advice of Finance Committee, 
except land acquired or buildings constructed with the assistance of the Government, in 
which cases, the prior approval of the Government shall be required;

(2) (a) 	 The Board shell meet at least, three times in a year end not less than fifteen days notice 
shall begtven for such meetings,

Chancellor or it tharequest of not less than eight members of the Board. 
(c) One half of the members of the Board shall form the quorum et .amt meeting. 
(d) in case of difference of opinion among the members, the opinion of the majority shall

(e) Each member of the Board shall havellne vote and If there be Seventy of votes on any 
question to be determined by the Board, the Chairperson of the Board or, as the case

Every meeting of the Board shall be presided over by the Chairman:in, Board of

In emergent cases, the Chairperson may exercise the powers of the Board of 
managemem and inform the Board of the action taken by him in goad faith for its 
ratification In the next meeting of the Board and the Board mayArither ratify the

of modification or rejection of the decision of the Chairperson by the Board, such 
decision shall stendmodiden or rejected, as case may be, retrospectively 	 from

Oil 	 if urgent action by the Board becomes necessary, the Chairperson, Bovril of

The Senate- (I) The Senate shall be the principaldemic " body of the University and shall, 
gabled to the provisions of this AO, the Statutes and the Ordinances, have the control and 
regulations of, and be responsible for, the maintenance of standards of instruction, education, 
research and examination within the University and ghat exercise such other powers and 
perform such other duties as May be conferred or imposed upon it by the Statutes.

various faculties of studies and academic Departments; 
(lv) 	 to promote research within the University and to require from time to time, report on

fees, emoluments, traveling end other allowances and expenses; 
04 	 to recommend arrangements for the conduct of examinations and the dates for holding 
(xi) 	 to deciam and review the result of the various examinations or to appoint committees 
or officers to do so, and to make recommendations }yarding the conferment or grant 
of degrees. honors, diplomas, licenses, Mid and metes of honor;

accordance with the regulations and such other conditions at may be attached to the

suipenditure for the year, based on incotot and resources of the University, and no 
expenditure shall be intoned by the University In excess of the limits so fixed, without
