An Act to provide for the constitution of the Rehabilitation Council 
of India for regulating the training of rehabilitation professionals 
and the maintenance of a Central Rehabilitation Register and 
for matters connected therewith or incidental thereto .

BE it enacted by Parliament in the Forty- ,third Year of the Republic 
of India as follows: - · : 
CHAPTER I 
'PRELIMINARY 
1. (1) This Act may be called the Rehabilitation Council of India Act, Short

(2) It shall come into force on such date as the Central Government 
may, by notification in the Official Gazette , appoint. 
2. (1) In this Act, un1ess the context otherwise requires,-
(a) "Chairperson'' means the Chairperson qf the Col}n<;:U 
appointed under sub-section (3) of section 3;

(b) "Council" means the Rehabilitation Coundl of India consti­
tuted under section 3; 
(c) "handicapped'' means a person-
(i) visually handicapped; 
(ii) hearing handicapped; 
(iii) suffering from locomotor disability; or 
(iv) sufferi ng from mental retardation; 
(d) "hearing handicap'' means deafness with hearing 
impairment of 70 decibels and above, in the better ear or total loss of 
hearing in both ears; 
(e) "locomotor disability" means a person's inability to execute 
distinctive activities associated with moving, both himself and ob­
jects, from place to place, and such inability resulting from affliction 
of either bones, joints, muscles or nerves; 
(f) "member" means a member appointed under sub--section 
(3) of section 3 and includes the Chairperson; 
(g) ''Mem ber-Secretary'' means the Member-Secretary appoint­
ed under sub-section (1) of section 8; 
(h) "mental retardation" means a condition of arrested or in­
complete development of mind of a person which is specially 
characterised by sub-normality of intelligence; 
(i) "notification" means a notification published in the Official 
~azette; 
-(j) "prescribed" means prescribed by regulations; 
(k) "recognised rehabilitation qualifications'' means any of the 
qualifications included in the Sched tle; · 
(l) "Register'' means the Central Rehabilitation Register main­
tained under sub-section (1) of section 23; 
('m) "regulations'' means regulations made under this Act; 
(n) "rehabilitaHon professionals'' means-,, 
(i) audiologists and speech therapists; 
(ii) clinical psychologists; 
(iii) bearing aid and ear mould technicians; 
(iv) rehabilitation enginee:r.s and technicians; 
(v) special teachers for educating and tr-aining the 
capped; • 
handi-
(vi) vocational counsellors, employment officers and place­
ment officers dealing with handicapped; 
(vii) multi-purpose rehabilitation therapists, technicians; or 
(viii) such other category of professionals as the - Central 
G overnment may, in consultation with the Council, notify from 
time to time;

(o) "visually handicap ped '' m ean s a person who suffers from any 
of the following conditions , n amely : -
(i) total absen ce of sight; 
(ii) visual acquity not ex<:eeding 6/60 or 20/200 (snellen) in 
the better eye with the correcting lense s; or 
(iii) limitation of the fie1ld of vision subtending and angle of 
degree or worse. 
(2) Any reference in this Act to any enactment or any provision 
thereof shall, in relation to an area in which such enactment or such 
provision is not in force, be con strued as a refer ence to the corre spond­
ing ,law or the relevant provision of the corresponding law, if any, in 
force in that area. 
CHAPTER II 
THE REHABILITATION COUNCIL OF INDIA 
3. (1) With effect from such date as the Central Government may, by 
notiJication , appoint in this behalf, there shall be constituted for the purposes 
of this Act a Council to be call ed the R ehabilitati o n Council of India. 
(2) The Council shall be a body corporate by the name aforesaid, 
_ !laving perpetual succession and a common seal, with pow er, :>ubject to 
the provisions of this Act, to acquire, hold and dispose of property, both 
movable and immov able, and 1to co·ntract and shall by the said n am~ sue 
and be sued. 
(3) The Council shall cons'ist of the following member s, namety :-
. ' 
(a) a Chairperson, fro m amon gst the person s having exp erience in 
social work or rehabilitation, to be appointed by the Central Govern ment; 
(b) three members to be ,appointed by the Cen tral Governmen t to 
repre sent respectively the Ministnes of the Central Govern ment dealing 
with-
(i) Welfare ; 
(ii) Health; .and 
(iii) Finance; 
(c) one member to be appo intcdl by the Cenlml Govern ment to 
represent the University Grants C ommissi on; 
(d) one member to be appo inted by the Central Government to 
represe nt the Directora te General of Indian Counci l of M edical Research; 
(e) two memb ers to be appoint ed by ~he Centr al Governme nt to 
repr esent the Ministry or department of the States or the Union territories 
dealing with Soc ial Welfare by rotation in alphabetical order; 
(f) such riumb er of members not exceeding six a:; may be appoi nted 
by the Central Government from amon gst the reh abilitati on professiona ls 
working in voluntary organ'isa tions;

(g) sucn numb er of members not exceeding four as ma:y be appoint­
ed by the Central Government from amongst the medical practitioners 
enrolled under the Indian Medical Council Act, 1956 and engaged in; io2 of 1958·. 
rehabilitation of the handicapped; 
(h) three Members of Parliament of whom two shall be elected 
by the House of the People and one by the Council. of States; 
(i) such number of n:cmbers not exceeding three as may be 
nominated by the · Central Government from amongst the social 
workers who are actively engaged in assisting the disabl~; 
(j) the Member-Secretary, ex officio. 
(4) The office of member of the Board shall not disqualify its holder 
for being chosen as, or for being, a Member of either House of Parliament. 
4. (1) The Chairperson or a member shall hold office for a term of two 
years from the date of his appointment or until his successor shall have 
been duly appointed, whichever is longer. 
(2) A casual vacancy in the Council shall be filled in accordance 
with the provisions of section 3 and the person so app<'inted shall hold 
ofhce only for the remainder of the term for which the member in 
whose place he was appointed would have held that office. 
(3) The_Council shall meet at least once in each year at such time and _ . -
place as may be appointed by the Council and shall observe such rules 
of procedure in the transaction of business at a meeting as may be pres-
cribed. -·-

( 4) The Cbairper:.on or, if for any reason, be is unable to attend the 
meeting of the Council, any member elected by the members present 
from amongst themselves at the meeting, shall preside at the meeting. 
(5) All questions •whlcb come up before any meeting of the Council 
shall be decided by a majority of votes of the members prei;ent and 
voting, an,d in thq event of an equality of :votes, the Chairperson, or in his 
absence, the person presiding shall have a second or cas11:ing vote. 
5. No person sliall be a member if he-
(a) is, or becomes, of unsound mind or is so declared by a com• 
petent court; or 
(b) is, or has been, convicted of any offence which, in the 
opinion of the Central Government, involves moral turpitude; or 
(C) is, or at any time has been, adjudicated as insolvent. 
6. If a member-

(a) becomes subject to any of the disqualifications mentioned 1n 
section 5; or I , 1· , 
(b) is absent without excuse, sufficient in the opinion of the 
Council, from three consecutive meetings of the Council; or 
( c) ceases to be enroll ed on the Indian Medical Register in the 
case of a member referred to in clause . (g) of sub-section (3) of 
section 3,

7. (1) The Council shall constitute from amongst its members an E xe­
cutive Committee and such other committ ees for general or special pur­
pose s as the Coun cil deems necess ary to carry out the purpo ses of this 
Act. . . 
(2) The Executive Committ ee shall consist of the Chairperson who 
shall be member ex officio and not less than seven and not more than 
ten members who shall be nomina ted by the Council from amongst its 
members. 
(3) The Chairperson shall be the Chairperson of the Executive 
Committee. 
(4) In addition to the pow ers and duties conferred and impo sed upon 
it by -~his Act , the Executiv e Committe

exercise and discharge such powers and duties as the Council may con­
fer or impose upon it oy any regulations which maY.. be made in this

8. (1) The Central Government shall appo int the Member-S ecretary of 
the Council lo exercise such powers and perform such d'uties under the direc­
tion of the Council as may be prescribed or as may be delegated to him by 
the Chairper son. 
(2) The Council shall, with the previous sanction of the Central Govern­
ment employ such officers and other employees as it deems n«?cessary to carry 
out the purpo se of this Act 
(3fThe Council shall, with the previous· sanction of the Central Govern· 
ment, fix the allowances to rbe paid to the Chair perso n and other members and 
determine the conditions of service of the Member-Secretary, officers and other 
employees of the Council . 
9. No act or proceedin 'g of the Council or any committee ther eof shall 
be called in question on the ground m erely d the existenC"e of any 
vacancy _in, or any defe:ct in the constitution of, the Council or a com­
rnittee thereof. as the case may be. 
10. (1) On and from the date o-f the constitution of the Council, the 
Rehabilitation Council shall srnnd dissolved and on such dissolution, ~ 
(a) all properties and assets, movable and immovable , of, or 
belonging to, the Rehabilitation Council shall vest in the Council; 
(b) all the rights and liabilities of the Rehabilitation Council 
shall be transferred to, and be the rights and liabilities of, the 
Council; i 
(c) without prejudice to the provi sions of clause (b) , a11 
liabiliti es incurr ed, all contracts entered into and all matter s and 
things engaged to be done by, with or for the Rehabilitation Council 
immediately before that date, for or in connectio n with the purpose s 
of the said Rehabilitation Council shall ble deemed to have been 
iricurred, entered into, or engaged to be done by, with or for, the 
Council;

(d) all sums of money due to the Rehabilitation Council imme­
diately before that date shall be deemed to be due to the Council; 
(e) all suits and ·other legal proceedings instituted or which 
could have been instituted biy or against the Rehabilitation Council · 
immediately before that date may b,e continued or may be instituted 
by or against the Council; and 
(f) every employee holding any office under the Rehabilitation 
Council immediately before that date shall hold his office in the 
Council by the same tenure and upon the same terms and conditions 
of service as tespects remuneration, leave, provident fund, retire­
ment and other terminal benefits as he would have held such office 
as if the Council had not been constituted and shall continue 
to do so as an employee of the Council or until the expiry of a period 
of six months from that date if such employee opts not to be the 
employee of the Council within such period. 
(2) Notwithstanding anything contained in the Industrial Disputes 
Ad, 1947 or any other law for the time being in force, absorption of any 1• of lffl. 
,; employee by 1;he Council in its regular servicL under this section shall 
not entitle such employee to any compensation under that Act or 
o,ther law and no such claim shall be entertained by any court, tribunal 
or other aut~ority.

Expl1anation.-In this section, "Rehabilitation Council'' means the 
Rehabilitatfon Council, a society formed and registered under the 
Societies Registration Act, 1860 and functioning as such immediately 21 of 18ia. 
before the constitution of the Council. 
CHAPTER III 
FUNCTIONS OF THE COUNCIL 
11. (1) The qualifications granted by any University or other institu­
tion in India which are included in the Schedule shall be recognised 
qualifications for rehabilitation professionals. 
(2) Any Univ ersity or other institution. which grants qualification for 
the rehabilitation professionals not included in the Schedule may apply 
to the Central Government to have any such qualification recognised , and 
the Central Government, after consulting the Council may, by notification, 
amend the Schedule so as to include such qualification therein and any 
such notification may also direct that an entry shall be made in the last 
column of the Schedule aga inst such qualification only when granted 
after a specified date. 
12. The Council may enter into negotiations with the authority in 
any country outside India for settling of a scheme of reciprocity for the 
recognition of qllalifications, and in pursuance of any such scheme, the 
Central Government may, by notification, amend the Schedule so as to 
include therein any qualification which the Council has decided should 
be recognised, and by such notification may also direct that an entry i:hall 
be made in the last column of the Schedule declaring tha t it shall be• the 
recognis ed qualification only when granted after a specified date .

13. (1) Subject to the other provisions contained in this Act, any 
qualification included in the Schedule shall be sufficient qualification for 
enrolment on the Register. 
(2) No person, other than the rehabilitation professional who pos­
sesses a recognised rehabilitation qualification and is enrolled oh the 
Register,-
(a) shall hold offo::e as rehabilitation professional or any such 
office (by whatever designation called) in Government or in any 
institution maintained by a local or other authority; 
(b) shall practice as rehabilitation professional anywhere in 
India; 
(c) shall be entitled to sign or authenticate any certificate 
required by any law to be signed or authenticated by a rehabilitation 
professional; 
(d) shall be entitled to give any evidence in any court as an 
expert under section 45 of the Indian Evidence Act, 1872 on any 
matter relating to the handicapped: ! 
Provided that if a person possesses the recognised reliabilitation 
. professional qualifications on the date of commencement of ,this Act, 
he shall be deemed to be an enrolled rehabilitation professional for a period 
of six months from such commencement , and if he has made an applica­
tion for enrolment on the Register within sa;d period of six months, till such 
application is disposed of. 1 / 
(3) Any person who acts in contravention of any provision of sub­
section (2) shall be puni shed with imprisonment for a term which may 
extend to one year, or with fine which may extend to one thousand rupees , 
or with both. 
14. Every Univ ersity or in stitution in India which grants a recognised 
qualification shall furnish such information as the, Council inay, from time 
to time , require as to the courses of study and examinations to be under­
gone in order to obtain such qualification, as to the ages at which such 
course s of study and examin ation s are r equired to be undergone and such 
qualific ation is conferred and generally as to the requisites for obtaining 
such qualification . 
15. (1) The Council shall appoint such number of Inspectors as it 
.may deem requisite to inspect any University or institution where educa­
rtion for practising as rehabilitation professionals is given or to attend any 
,examination held by any University or institution for the purpose of 
·rE>commendin~ to the Central Government recognition of qualifications 
•granted J::iy that University or institution as recognised rehabilitation 
qualifications. . . . 
(2) The Inspectors appointen under sub-section (1) shall not int erfere 
with the conduct of any training or examination but shall report to the 
Council on the adequacv of the standards of education including staff . 
-equipment. accommodation. training and other facilities prescribed for 
giving such education or of the sufficienc y of every examination which 
-they attend, ·

thereon, to the Central Goverrimerit. 
.16. (1) The Council may appoint such number of Visitors as it may 
,deem requisite to inspect -~Y University or institution wherein education 
for l"ehabilitation professionals is given or attend any examhlation for. 
the purpose of granting recognised rehabilitation qualifications. 
(2) Any person, whether he is a member of the Council or not. may 
be appointed as a Visitor under sub-section (1) but a person who is 
appointed as an I~ctor under sub-section (1) of s~tion 15 for any 
inspection or examination shall not be appointed as a Visitor for the 
same inspection or: .e-xamirultion. I 1 
_ · (3) The Visitor shall not interfere with the conduct of any training 
or exarninati.on but shall report to the Chairperson on the adequacy of 
the standards of education including staff, equipment, accommodation. 
training -and other facilities prescribed for giving education to the 
rehabilitation professionals or on sufficiency · of every examination which 
they attend. 
(4) The report of a Visitor shall be treated as confidential unless in 
any particular: case the Chairperson otherwise, directs: 
~rovi _ded that if the Central Government requires a copy of the reoort 
. of _a Visitor, the Council shall furnish the same. 
, 
17. (1) When upon report by the Inspector or the Visitor it appears 
to . the Council- · ' 
· (a) that the courses of study and examination to be undergone 
in or th~ proficiency required from candidates at any examination 
held by any University or institution, or · 
(b) that the staff. equipment, accommodation training and other 
facilities for instruction and training provided in such University or 
· institution, ' 
do not conform to the standard prescribed by the· Council, the Council 
shall make _ a _representation to that effect to the Central Government. 
(2) After considering such representation, the Central Government 
may send it to the University or institution with an intimation of the 
pe;iod within which tbe University or- institution may submit its ex-
planation to that Government. · 
(3) On the receipt of the e».-planation or where no explanation is sub­
mitted within the period fixed then, on the expiry of that period, the 
Central· Government after making such furfuer -mquiry, if any, ,as __ it _may 
thlnk fit, may, by notification, direct that an entry shall be _made .in the 
Schedule against the said recognised rehabilitation qualification declaring 
that it shall be the recognised rehabilitation qualification only when 
granted before a specified date or that the said recognised rehabilitation 
qualification if granted to students of a specified University or institution 
shall be recognised rehabilitatic:n qualification only when granted before 
a specified date, or a9 the case may be, that tbe said recognised rehabllHa­
tion qualification sh.all be recognised rehabilitation qualification in relation 
to a specified University or institution only when . grantl;!d after a wed-
tied date. ·

18. The Council may prescribe the minimum standards of education 
:required for granting recognised rehabilitation qualification by Universi­
ties or institutions in India. 
19. Tho Member-Secretary of the Council mav, on receipt of an appli­
cation made by any person in the prescribed manner enter his name in 
the Register provided that the Member-8ecretary is satisfied that such 
person possesses tb.e recognised rehabilitation quallfic8;tion. 
20. · Subject to the conditions and restrictions laid down in this Act 
regarding engagement in the area of rehabilitation of the handicapped . by 
persons possessing the recognised rehabilitation qualifications, every per­
son whose name is for the time being borne on the Register shall be 
entitled to practise as a rehabilitation professional in any part of India 
and· to recover in due course of law in respect of such practice any ex­
penses, charges in respect of medicaments or, other appliances or any fees 
to which he may be entitled. 1 
21. (1) The Council may prescribe standards of professional conduct 
and etiquette and a code of ethics for rehabilitation professfonals_ 
(2) Regulations made by the CounCil under sub-section (1) may 
specify which violations thereof shall constitute iufamnn.s conduct in any 
professional respect, that is to say. professional misconduct. and such 
provision shall have effect notwithstanding anything contained in any 
other law for the time being in force. 
(3) The Council may order that the name of any ~on s~ be re­
m.oved from the Register where :it is satisfied, after giving that person a 
reasonable opportunity of being heard, and after such further inquiry, if 
any, · as it may deem fit to make,-
. ' 
(i) that his name has ~n entered in the Register by error or 
on account of misrepresentation or suppression of a material fact; 
(ii) that he has been convicted of any offence or has been guilty 
of any mfamous conduct in any professional respect, or has violated 
the standards of professional conduct and etiquette or the code of 
ethics prescribed under sub-section (1) which, in the opinion of the 
Council, renders him unfit to be kept in the Register. 
(4) An order under sub-section (3) may direct that any person whose

registration under this Act either permanently or for such period ~f years

22.- (1) Where the nrune of any person has been removed 'from the 
Register on any ground other than that he is not possessed of the requisite 
:rehabilitation qualifications, he may appeal, in the prescribed manner a.'1d 
subject to such conditions, including conditions as to the payment of a 
foe; as may be prescribed to the Central Government whose . decision 
thereon shall be final-
(2) No appeal under sub-section (1) shall be admitted if it is preferred

23. (1) It shall be the duty of the Member-Secretary to keep and 
maintain the Register in accordance with the provisions c,f tl1is Act a nd 
a ny order made by the Council and from time to time t o revise 1 :1 ..

24 . (1) The Coun c il s h all furnish such reports , copies of its rninu 1e.,

(2) The C e ntral Government m ay publish in such :nanner as it may 
think fit. any reporl, copy, abstract or other information furnished to it 
by the Coun cil under this . section or under sec ti on 16. 
2S. Notwithstand ing anything contained in the Code of Criminal Pro-

26. No suit , prosecution o r o t bPr legal proceeding shall lie against tbe 
Centra l Government , Council , Chairp erson, members , Member-Secretary 
or any officer or other employee of the Council for anything which is in 
good faith done o r intended t o be done under . this Act. 
27 . The Chairper scn . n1embers. ~!embe r-Secre t a ry, offi cers and other 
employees of the Council shall, while acting or purporting to act in 
pursuance of the provisions o f this Act or of any rule and regulatio n 
n1adt thereunder , he deemed t o be public serva nts within the mea nin ,; 
of sect.ion 21 of the Indian Pen al Code. 
28. The Central Government may, by notification , make rules to 
carry out. the purposes of this Act. 
29. The C ouncil may , with the pre vi o us san<.:lion uf the Centr a l 
Governm ent , make, by notification, r egulations generally to carry out the 
purposes o f this Act, and without prejudice to the generality of the 
Core-goi ng power , such regulations may provide f or-
(a) the management of the property of the Council; 
(b) the main t enance and audit of the accounts of the Council; 
(c) the resignati on of members of the Council; 
(d) the powers and duties of the Chairpel'&on; 
(e) the rules of proce dure in the transaction of business under 
sub-section (3) of section 4; 
(f) the fun c tion of the Executive Committee and other com­
mittees , consti tuted under sec tion 7;

(g) the powers and duties of the Member - Secretary under s 1.tb­
section (1) of section 8; 
(h) the qualifications, appointment , powers and duties of, and 
procedure to be followed by, Inspectors and Visitors; 
(i) the courses and period of study or of training, t o be under­
taken, the subjects of examination and stand a rds of proficiency 
therein to be obtained in any University or any institution f o r 
grant of recognised r 0 habilitation qualification: 
(j) the standards of staff, equipment, accommodation, training 
and other facilities for study or training of the rehabilitation 
profession nls; 
(k) the conduct of examinations, qualifications of e xamin e r s , 
and the condition of the admission to such exanrin a tio ns; 
(l) the standards of professional con duct and etiquette and c o d e 
of ethics to be observed by rehabil ita tion professiona l s u nder -sub­
section (1) of section 21; 
(-m) the particulars to be stated, and proo f of qualifications to be 
given, in application for registration under this Act; 
(n) the manner in which and the conditions subject to -which 
an appeal may be preferred under sub-section (1) of s ection 22; 
(o) the fees to be paid on application s and appe a ls under this 
Act; 
~p) any other matter which is to be, or may be, pres <!ribed. 
30. Every rule and every regulation made und er this Act shall be latd'. , 
as soo n as may be after it is made, b efore e a ch House o f P a rliament , 
while it is in session , for a total period of thir ty days which may be com­
prise d in one session or in two or more successive s essions , and if, befo re 
the expiry of the sess ion immedi a tely-follow i n g the s ession or t he successi ve 
sessions aforesa ~d, both Houses agree in m a kin g an.y mod ificatio n in the 
rule or regulation , or both Houses a·gree tha t the· r u le or regul a tion should 
not be ruade, the rule or regulati o n shall t herea fter have e ffect o n ly i n 
such modified form or be of no effect , as the case m.ay be; so, however . 
that any such n1odi.ftcation or annulment shall be without prejudice 
t o the validity of anything previously done under that rule or regulation.

An Act to amend the Rehabilitation Council of India Act, 1992. 
BE ii enacted by Parliament in the Fifty-first Year of the Republic of India as 
follows :-
1. This Act may be called the. Rehabilitation Council of India '(Amer:idment) Shon 1i1le. 
Act,2000. 
2. In the Rehabilitation Council of India Act, 1992 (hereinafter referred to as the Amendment 
principal Act), in the long title for the words "the training of rehabilitation professionals of long title . 
arid", the words "and monitoring the training of rehabilitation professionals and pe~onnel, 
promoting research in rehabilitation and special education," shall be substituted .

3. In section 2 of the principal Act,­
(]) in _sub-section (1),-
[PART II-
(1) for clause (c), the followi _ng clause shall be substituted , namely:­

'(c) "handicapped" m~· a person suffering from any disability 
i:-~fem:d to in clause (i) of ~on.2 of the Persons With Disabilities (Equal 
Opportunities, Protection o~~gbts and Full Participation ) Act, 1995;'; 
(ff) cl~s _(d) and(~) shall be omi~ - :" 
(iii) after clause (m), the fo'1o~g clailse ~hall be'inserted, rul)llely:-
'(ma) "reh'abilitation" refera to apr~~s aimed :at enabling persons 
with disabilities to reach and maintain their optimal physical , sensory; 
intellectual, psychiatric or social functional levels;'; 
(iv) clause (o) shall be omitted; 
(2) after sub-section (1), the following sub-section shall be inserted , namely:-
"(/ A) Words and expressions used and not defined in this Act but defined 
in the Persons With Disabilities (Ecjual Opportunities , Protection of Rights and 
Full Participation) Act, 1995 shall have the meanings respectively assigned to 1 of t 996 . 
them in that Act.". 
4. In section 3 of the principal Act, in sub-section (3), for clauses (a) and (b), the 
following clauses ·shall be substituted, namely:- · 
"(a) a Chairperson, from amongst the persons having experience in 
administration with professional qualification -in the field of rehabilitation, disabilities, 
and special education, to be appointed by the Central Government; 
(b) such number of members not exceeding seven, as may be nomina ted by the 
Central Government, to represent the Ministries of the Central Government dealing 
. with matters relating to persons with •disabilities;" . 
5. In section 13 of the principal Act, after sub-section (2) , the following sub-section 
shall be inserted, namely:-
"(2A) Notwithstanding anything contained in sub-section (2), any person being · 
a doctor or a paramedic in the ·field of physical medicine and rehabilitation, 
orthopaedics, ear, nose or throat (ENT). ophthalmology or psychiatr ; , employed or 
working in any hospital or establishment owned or controlled by the Ce_l).tral 
Government or a State Government or any other body funded by the Central ora State 
Government and notified by the Central Government, may discharge the functions 
referred to in clauses (a) to (a) of that sub-section.". 
6. In section 19 of the principal Act, the following provisos shall be inserted at the 
end, namely:-
"Provided that the Council shall register vocational instructors and other 
personnel working in the vocational rehabilitation centres under the Ministry of Labour 
on recommenda tion of that Ministry and recognise the vocational.rehabilitation centres 
as manpower development centres: 
Provided further that the Council shall register personnel working in national 
institutes and apex institutions on di~ability under the Ministry of Social Justice 11.lld 
·Empowennent on recommendation of that Ministry and recognise the national institutes 
and apex. institutions on disability as manpower development centres.".

7. In section 22 of the principal Act, in sub-section (2), for the words "period of-thirty Ar 
days", at both the places where they occur, the words "pc rioa of sixty days" shall be o' 
substituted. ·
