In exercise of Powers conferred under the proviso to Article-309 of the
Constitution of India, The Governor of Bihar is hereby pleased to make the following
Rules to amend the Bihar Architect Cadre Rules 2014:-.
1. Short title, extent and Commencement :- (1) These Rules may be called
"The Bihar Architect Cadre (Amendment) Rules, 2023"
(2) It will extend to the whole of the State of Bihar
(3) It will come into force from the immediate effect.
2. Amendment in Sub-rule 2(iii) of Bihar Architect Cadre Rule, 2014 :-
Rule 2(iii) of said Rules shall be amended as follows:-
"2(iii)" Cadre Controlling Authority means Additional Chief Secretary/
Principal Secretary/Secretary, Building Construction Department.
3. Replacement of Sub-rule-6 of Bihar Architect Cadre Rules-2014
Sub-rule-6 will be replaced as Follows:-
(i) Basis of Selection – (A) The Selection for appointment to the posts
of Assistant Architect in the basic category Bihar Architect cadre shall be
made by the commission on the basis of calculation of the marks obtained
in the written competitive examination conducted by the Commission and
the preference of work done on the similar post on contract basis if any.
(B) Candidates having experience of working on the post of Architect on
contract basis in government/non-private (central government, panchayat,
municipal bodies etc.) offices/institutions under the State of Bihar, who
fulfill the essential qualifications for the recruitment in this cadre, shall be
given preference in selection by giving additional marks accordance with
sub-rule (ii)(b) of this Rule.
(ii) The merit list of the candidates shall be prepared on the following basis:-
Full Marks
(a) Weightage of marks obtained in the written examination
conducted by the commission.
75 Marks
(b) Maximum weightage for the working experience on
contract basis – (The weightage of per working year shall be
25 Marks
5 marks subject to the maximum limit of 25 marks. For any
fraction of year of working experience, the proportionate
weightage, the marks shall be calculated by multiplying the
number of working days by 5 and dividing it by 365).
Total 100 Marks
Note :- To calculate the weightage of the marks in the examination, the percentage
of marks obtained in the examination shall be multiplied by 0.75
That is Weightage Marks = (the marks obtained in the examination » Full Marks
of the examination) X 75
(iii) (a) The work experience certificate of working on the post of Assistant
Architect on contract basis of government / non-private (central government,
panchayat, municipal bodies etc.) offices / institutions under the State of Bihar
issued by Head of the Office, shall be valid for Preference. The work experience
will be calculated till the period of cutoff date mentioned in the Advertisement of
the Commission.
(b) Assistant Architects already employed on contract basis will be
given relaxation in the upper age limit for a period equivalent to the period worked
on contract.
(c) The period of working on contract basis shall be decided on the basis
of the salary payment certificate issued by the concerned controlling officer.
