A R egulation for abolishing the Courts of Mal
Adalat or Revenue Cour ts and transferring
the trial of the suits whic h were cognizable
in those Court3 to the Courts of Dewani
Adalat ; and prescribing Rul es for the con
duct of the Board of Revenue [ 2 1 and the
Collectors.
1. In * * * f 3 ] Bengal the greater part of the
materials required for tl:te numerous and valuable manufactures,
a nd most of the other ·principa l articles of export, are the prod uce
of the lands: it follows that the commerce, and consequent ly the
wealth of the coun try, must increase in proportion to the exten
sion of its agriculture.
But it is not for commercial purposes alone that th e encoura
gement of agriculture is essential to the welfare of these [S tate s] 4
The Hindus, who form the body of the people, are compelled,
by the dictates of religion, to depend solely upon the produce of
the lands for subsi stence ; and the generality of such of th e lowe r
orden of the Natives as a re no t of that persuasion are, fro m hab!t
or necessity, in a similar predicament.
The exten sive failure or dest!llction of the crops that occasio
nally arises from dmught nr inu nda tion is in ro nseque nc::e in
variably followed hy famine, the ravages of which are felt chiefly
by the cultivators of the soil a!J£! the manufa cturer s from whose
labours the rountrv derives botn its subsi stence and wealth.
Expe rience h~ving evinc ed that. adequate supplies of gra in
are not obtainable from abroad in seasons of scarcity, the country
must neces,aril y continue subject to these calam ities until the
propriet ors and cultivators of the lands shall have the means of
