Section 15 — Adjudication of penalties.

The Stage-Carriages Act, 1861

All penalties incurred under this Act shall be adjudged by a Magistrate or 1 *** Commissioner of Police as aforesaid, and all orders made under this Act by such Magistrate or 1 *** Commissioner of Police shall be final.
