ACT
To Amend the Aryabhatta Knowledge University Act, 2008
Preamble : Whereas, in Civil Appeal No. 6831/2013 (Arising from SLP (C) 8066/2013, Dr.
Ram Tawakya Singh Vs. State of Bihar and others Hon’ble Supreme Court has emphasized and need
for transparent mode of selection for appointment t o the post of Vice–Chancellors of the State
Universities,
Whereas, Hon’ble Supreme Court has considered scope and ambit of meaningful and
effective consultation between State Government and the Chancellor;
Whereas, It is expedient to provide for Uniform cri teria for appointment to the post of
Vice–Chancellor of the State Universities;
Whereas, in other State Universities it is interali a, stipulated that appointment of Vice–
Chancellor has to be made after meaningful and effe ctive consultation between state Government
and the Chancellor.
Be it enacted by the Legislature of the State of Bi har in the sixty sixth year of Republic of
India as follows:-

1. Short title, extent and commencement.– (1) This Act may be called Aryabhatta
Knowledge University (Amendment) Act, 2015.
(2) It shall extend to the whole of the State of Bihar.
(3) It shall be deemed to have come into force wit h effect from 19 th August 2013.
2. Amendment in Section 10 of Bihar Act 24 of 2008. - Sub Section (2) of Section-10 of the
Aryabhatta Knowledge University Act, 2008 (Bihar Ac t 24, 2008 shall be substituted by the
following:-
“ (2) The Vice Chancellor shall be appointed by the Chancellor in consultation with the
State Government from a panel of 3-5 names recommen ded (the names being arranged in the
alphabetical order) by a committee constituted under sub-section (3).”
